Oslo kommunen has a fundamental need to be able to transport it's personnel around Oslo, i.a. to meeting activities and to citizen services such as home nursing care. The municipality also aims for sustainable development of the city, including reducing vehicle traffic and improving the city environment.
The municipality has considered the possibility of replacing the municipality's cars and public transport with electric bicycles and sees that there is potential in the businesses. The municipality places weight on the electric bicycle being a flexible mode of transport in the city, where short distances must often be covered.
A joint procurement of electric bicycles could therefore cove both the municipality's need for transport and assist in the realisation of the political objective.
