The aim of the procurement is to ensure good management for the Contracting Authority of the energy portfolio and the supply of energy at reasonable and stable prices. In addition, the procurement management, invoicing and consumption shall, in the best possible manner, be provided rationally and cost effective.

The tenderer shall, as a clearing customer at Nord Pool, undertake all physical and financial trade with energy in their own name and at their own risk, and will, thereby, have complete supervision of and liability for the portfolio.
The basis when preparing a tender is, amongst other things, that the goal shall be that the standing energy price shall be lower than the spot price (= system price on NASDAQ OMX).
The Contracting Authority would like to enter into a new portfolio contract where the broker will have the leeway to follow the price development in the energy market. Emphasis is put on the fact that the above mentioned contracting authorities do not currently have any active financial positions in the market. Future brokers will, therefore, have a free position as regards the management of the portfolio.

Tenderers will receive a success fee of 30 % of the added value that the broker generates from the agreed strategy and benchmark (spot price). Depending on what strategy is used in the strategy and risk management document, the Contracting Authority might have to set a maximum financial amount for the success fee. This means that if the strategy is changed from the strategy terms described in the tender documentation point 6.7, so that the prerequisites for risk, payment and profit are changed, the parties will also have to adjust these conditions in a revised strategy. There will not be any maximum financial amount for the success fee as long as the parties govern in accordance with the strategy terms described in point 6.7 and the parties have not agreed on a changed strategy. The fee will be calculated per annum in arrears at the turn of the year. Calculations of the success fee will be based on actual achieved costs against actual costs for spot price.

The contract period is 2 years. The contracting authority shall, in addition, have an option to extend the contract for a further 1+1 years on the same terms.
