Direktoratet for byggkvalitet (DiBK) is an important participant in regards inspections of the building and construction industry. There are currently three forms of inspections for the industry:
— inspection with central approved companies,
— marked inspections and
— inspections for building applications.
DiBK is responsible for the implementation of the two first listed inspections, while the municipalities are implementing inspections in relation to building applications.
DiBK shall carry out an assessment on how the inspections for the building and construction industry are functioning in relation to the methodology given in the assessment instruction. The objective of the assessment is to find out what a suitable level of inspection activities is and how to increase the effect of inspections in order to achieve a higher degree of compliance with the regulations and requirements for the industry. DiBK thinks that the best suitable organisation of the assessment is a project managed by DiBK.

Kort beskrivelse:

The objective of the contract is to enter into an agreement for consultancy services for the implementation of the assessment project. DiBK's wishes to increase the work capacity and socio-economic competence for the assessment project. DiBK wishes to hire an external consultant, full-time equivalent, for the project period from September 2017 until March 2018. The consultant shall provide assistance for mapping works, assessment and analyses of relevant measures, as well as project support.

The assessment of the inspections for the building and construction industry is organised as a project for DiBK. The contract period is from September 2017 until March 2018. In accordance with plans, the consultant shall be a part of the project group of 5-6 persons. The project group will include persons from DiBK with knowledge of the different inspections for the industry, legal competence and engineering expertise. The consultant shall mainly provide general assessment competence and special competence in socio-economic analyses.

Business and industry organisations, the municipal sector and other interested parties are expected to be involved during the period of assessment. DiBK emphasises that involved interested parties are heard during the assessment period.
