The scope and purpose of the procurement
The competition is for parallel framework agreements for assistance with engineering design services, assistance with the preparation of tender documentation for different road, water and sewage projects. In addition there will be general consultancy assignments, as well as other assignments that are naturally included in this type of service procurement.
The contract value is estimated to: 9 000 000 NOK excluding VAT per annum.
The estimated annual volume for roads, water and sewage installation activities is 125 000 000 NOK excluding VAT per annum.
The volume will depend on the contracting authority's budget situation, activities and other framework factors. The contracting authority is not bound to the volume in the contract period. The stated volume is based on historical accounting figures and shall only be understood as a guideline.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
(ESPD: Part II A.e) Certificates for Tax and VAT.
The tenderer shall have settled conditions in relation to payment of taxes and VAT.
Documentation: A certificate showing paid VAT, taxes and social security contributions is required. The certificate shall be issued by the competent authority in the country where the tenderer is established (the Norwegian certificate for tax and VAT is common and can be ordered from altinn.no, former RF-1244) in accordance with the laws and regulations in the country of origin. The certificate must not be more than 6 months from the deadline for receipt of tenders.

The contracting authority is not allowed to request the certificate if he has already received it, in accordance with the regulations § 17-1(4). If you have submitted a tax certificate and it is still valid at the tender submission deadline for this contest, you are not obliged to submit a certificate now. If this is the case, stated when and to who the certificate was previously submitted. You can, however, enclose the certificate voluntarily if you want.

Requirements regarding the tenderer's economic and financial position: The financial capacity to fulfil the contract is required.
Documentation: The Contracting Authority will assess finances through the company and accounting information system Proff Forvalt (www.forvalt.no ). Tenderers are asked to submit other information they believe is relevant. The contracting Authority reserves the right to obtain supplementary information about the tenderer's finances.

Qualification Requirement: The tenderer must have sufficient capacity and suitable manpower.
Documentation requirement: 1. An account that the company has sufficient capacity and suitable competence for fulfilment of the assignment.
2. If the tenderer is dependent on sub-contractors/partners to fulfil the contract, a commitment statement must be attached, which shows that the tenderer has access to the required resources (the Public Procurement Regulations § 16-10). Sub-contractors' tax and VAT certificates must also be enclosed in accordance with point 1.3.1, as well as an ESPD form in accordance with point 1.3 for the sub-contractor.
