Difi's aim is to give good and concrete guidance in green procurements. In 2017 we will develop a technical system for concrete environment guidance and a set of criteria. This shall be launched with content in the fourth quarter of 2017. We need assistance to develop this content. In particular, we need assistance for the development of a set of criteria for buildings and transport and evaluation models and tools.
The procurement consists of three separate deliveries. Tenders can be submitted for one or more of the lots. Difi will set high requirements for expertise within the following contract areas:
1. Development of a set of environment criteria and guidelines for transport.
2. Development of a set of environment criteria and guidelines for buildings, sites and property.
3. Development of evaluation models and tools.

Background:
Public transport procurements or procurements that involve transport have an impact on the environment that we would like to minimise. Technology is developing fast and we now have electric ferries, electric buses and other vehicles with different forms of more environmentally friendly propulsion technology. We cannot predict future transport needs or technology, but a combination of different systems must be used to reach the environmental targets. Public services such as public transport, district nursing, patient transport, waste collection, road maintenance and winter stand-by ought to front and influence this development. There ought to be concrete requirements for, amongst other things, energy use and emissions.

The content of the assistance:
Difi will develop a set of environment criteria within transport during 2017 and 2018. A minimum of one set of environment criteria is planned to be completed for the fourth quarter of 2017. The first set of criteria that shall be developed will be within the light vehicle category. Other areas that can have sets of criteria developed are transport services (CPV code 60000000), waste transport (CPV code 90000000) and transport equipment (CPV code 34000000). Difi will manage the criteria development work itself, but there is a need for environmental assistance, assistance with lifecycle assessments and calculations, as well as assistance with implementing the process.

Most of the need for assistance from consultants for the first set of criteria will be in June, August, September and October. I.e. we expect a 30-50 % position in June and a 70-100 % position in August, September and October.
Option:
Assistance with the development of further sets of environment criteria within transport, e.g. transport services, waste transport and transport equipment, as mentioned in the assignment. Assistance can also be needed for the development of subject content for anskaffelser.no, possibly the production of a tool etc. for green procurements within transport.

Taking the environment into consideration often requires several assessments both as regards the supplier market and what shall be delivered. Experience shows that it can be challenging for contracting authorities to specify clear requirements that can be adhered to and criteria with appropriate weighting and communicate these unequivocally in the tender documentation, so that tenderers can prepare a tender that best suits the contracting authority's needs.

It can also be time-consuming for contracting authorities to evaluate the received tenders.
Difi would like to develop mathematical models and related tools that can be used:
By contracting authorities when planning procurements, including tools such as sensitivity and cost/benefit calculations (e.g. what environmental gains can be expected and how much more or less money they would have to pay for x% reduction in CO2 emission).

Difi requires assistance with the preparation of mathematical models and calculations, as well as the technical implementation of them. The technical implementation will be carried out by consultants in another contract as well as internal resources.

Competence is wanted in the use of standardised and structured information that can be sent and reused in other IT systems, such as contracting authorities' competition tools (KGV). We would like knowledge of/experience with technical and semantic inter-operability, preferably within the procurement area.

Most of the need for developing the tools will be in September, October and November. The start of the assistance will be 14 August. Good dialogue will be needed with the consultant(s) on which tools shall be developed. The assistance can be divided between several consultants in order to fulfil the competence requirements.
