The contracting authority would like tenders for the consultancy engineering services that are listed under lots. This is described in more detail in Part 2 Annex 2 — Requirement Specifications, Part 2 Annex 1 — Price Form and in Part 2 Contract Draft.
The contracting authority would like to enter into framework agreements with companies who can provide services within the above mentioned fields for building and construction projects, with the accompanying technical installations, which shall be carried out at Helse Stavanger HF and Helse Førde HF. The contracting authority intends to sign a contract with one tenderer for each of these lots. Parallel framework agreements will, thus, not be possible.
There are a total of 10 lots. There are 6 for Helse Stavanger and 4 for Helse Førde.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:

A. Norwegian tenderers are required to have fulfilled their tax and VAT payment obligations.

Documentation: Certificate for tax and for VAT. Issued by the Norwegian Tax Administration.

The certificate shall be issued on the Tax Directorate's form RF-1316 or another form that provides the same information.

The certificates shall not show significant arrears. The certificate must not be more than 6 months from the deadline for receipt of tenders.

B. Tenderers are required to be a legally established company.

Documentation: Tenderers can document this by submitting a copy of their Company Registration Certificate. Foreign companies shall submit proof that the company is registered in a trade or business register as prescribed by the law of the country where the Tenderer is established.

Økonomisk og finansiell stilling:

Tenderers must have the economic and financial capacity to fulfil the assignment/contract. An economic and financial ability means a credit rating of at least A (Credit Worthy) or better, measured on AAA Soliditets scale — or equivalent score from another reputable rating company.

Documentation: Credit rating, not older than 6 months, based on the last known accounting figures. The rating shall be carried out by an officially approved credit rating institution.

We reserve the right to obtain a credit rating on our own initiative from a reputable rating company.

Companies without a satisfactory credit rating, newly started companies with a credit rating of AN, individual foreign companies or companies without reporting obligation to the Brønnøysund Register Centre will not always be able to submit a credit rating as documentation that the qualification requirement is satisfied.

In such cases, this can be compensated by providing alternative documentation together with the tender. Examples of such documentation are satisfactory unreserved guarantees from a bank and/or a parent company with a satisfactory credit rating. This must be supplemented by a binding commitment statement signed by the bank and/or parent company in question.

Teknisk og faglig kapasitet:

A. Tenderers shall have experience from at least two relevant assignments for the provision of consultancy engineering services in each of the fields covered by the tender, as regards scope and degree of difficulty.

Documentation: Tenderers shall enclose a list of the most important relevant deliveries or services performed in the last 3 years, including information on the value, date, and recipients. Certificates issued or verified by the Contracting Authority can be attached.

B. Tenderers must have a very good implementation ability/.

The capacity to carry out the estimated workload within the fields offered in the tender.

Documentation: Tenderers shall enclose a description of their technical personnel or technical units they have at their disposition to fulfil the contract, regardless of whether they belong to the company or not, especially those responsible for the quality control.

C. Tenderers must have a well functioning quality assurance system for the services that shall be delivered.

Documentation: If the routines that are described in the tenderer's quality assurance or management system are in accordance with the ISO standard or equivalent 3rd party verification system, it is sufficient to enclose a valid certificate with information on where this is described. Alternatively, an existing system and routines that substantiate that the requirement is fulfilled can be described.
