The Housing Bank of Norway's municipality programme consists of a basic offer for all municipalities and, in addition, 2 sub-programmes aimed at large city municipalities and at town and urban development municipalities. The sub-programmes offers a more comprehensive and formalised programme cooperation than what is in the basic offer. The content of the sub-programmes is developed in dialogue with the municipalities. The Housing Bank of Norway shall, in cooperation with the municipalities, contribute to good and safe residential areas and residential conditions for inhabitants in general and for those who are disadvantaged in the housing market in particular. The Housing Bank of Norway would like a consequence evaluation of the municipality programme.

The consequence evaluation has 2 main aims. Firstly, it shall contribute to the municipality programme through systematic and target orientated knowledge development and learning. The starting point of the development work is connected to the different main areas that are mentioned in point 3 in the requirement specifications (Annex 1, appendix 1).

Secondly, it shall highlight more general problems such as: To what degree does the Housing Bank of Norway's programme and dialogue based approach to the municipalities represent the most appropriate way to achieve the aims in Housing for Welfare? Do the municipalities experience that the municipality programme and its organisation answer their needs. How is this municipality programme experienced in relation to previous municipality initiatives?

The Housing Bank of Norway expects a general assessment of the programme approach and how this contributes to goal achievement. that the problems around these questions are discussed in a final delivery. This is the basic question that is preferably to be used as an underlying factor throughout the entire consequence evaluation.

The assignment is announced with an option for continuation in 2018 and 2019. Tenderers are therefore encouraged to sketch a 3 year progress plan as far as this is possible. The degree of detail must, out of necessity, be greatest for what will happen in 2017.
