Competition for the delivery of white and brown goods

Stavanger kommune

The contracting authority would like to use this competition to enter into a competition for the delivery of white and brown goods, for the product groups stated in the attached price form.
The product spectrum shall cover the municipality's need for white and brown goods and other small electrical products. The contract does not include digital boards and projectors or large kitchen machines.
The delivery also includes transport, carrying, unpacking and assembly of the product at the stated place. Used goods/products and packaging from the new product shall be taken in return and deposited of in accordance with the rules for processing electrical/electronic waste and packaging.
The contract will apply for all entities in the municipalities and it will largely consist of deliveries to municipal nursing homes, residential and activity centres, schools, nurseries, houses for refugees, administration buildings etc.
The contracting authority reserves the right to go to the market with a separate competition for larger procurements with a total value of more than 100 000 NOK excluding VAT.

The contracting authority is not a legal entity. The municipalities use joint tender documentation, but will enter into separate contracts with the winning tenderer and shall be considered as 6 separate contracting authorities with different delivery and invoicing addresses.

Stavanger municipality will, from 1.1.2020, merge with Finnøy and Rennesøy municipalities. The merging process could affect the contracts for the three municipalities involved (Stavanger, Rennesøy and Finnøy).

Egnethet til å utøve yrkesvirksomheten:

Requirement: Tenderers shall be a legally established company.

Tenderers are required to prove that they are registered in a trade register or other company register as mandated in the law in the country where they are established. Documentation for Norwegian companies will, for example, be a company registration certificate from the Brønnøysund Register Centre. The documentation must not be older than 6 months, from the tender deadline.

Økonomisk og finansiell stilling:

Requirement: The tenderer shall have the economic ability to capacity to carry out the assignment.

Documentation: As documentation the Contracting Authority will obtain the credit rating Commercial Delphi Score from Experian. (The Contracting Authority subscribes to services from Experian.)

Tenderers must achieve a minimum rating of ‘creditworthy’.

The tenderer is expected to have familiarised himself with registered information about the company and by submission of the tender accepts that the information will be obtained and form the basis of the assessment of the tenderer's financial situation.

If a tenderer knows that the requirement regarding the financial capacity to carry out the contract cannot be met via the credit rating as specified above, the tenderer can submit other documentation with the tender that confirms/explains a satisfactory financial capacity.

If the contracting authority's credit information about the individual company does not include a credit rating, the contracting authority will seek to have this documentation requirement met in another way, either by assessing whether the financial capacity is satisfactory based on the other information that should be available in the solution from Experian or by obtaining other documentation.

Teknisk og faglig kapasitet:

Requirement: Good experience is required from at least 2 equivalent assignments. [Clarification of what is equivalent ought to be added.] A very good implementation ability must be documented.

Documentation proof: Tenderers must be able to present a list of the most important deliveries or services provided in the past three years, this must, as a minimum, include the following information:

— Brief description of the assignment,

— Size or value of the deliveries,

— Time (contract period),

— Name of and a brief description of the customers,

— Telephone number, e-mail address and name of contact persons at the customers.

Relevant customers from the list may be contacted.

Tenderers shall have the necessary capacity and expertise to meet the needs associated with provision of the services.

Documentation: An overview of staffing for this assignment with CV's of the key personnel who will carry out the assignment shall be enclosed.
