Summer emptying, on a municipal level: Summer emptying is to be priced as an option. Each municipality will decide each year whether they will stop, introduce or continue with summer emptying.
Summer emptying, subscription based: Some municipalities could introduce subscription-based summer emptying, where each subscriber decides whether they want summer emptying.
Joint collection of garden waste: An option price is wanted for collections per municipality in the contract area. The collection of garden waste will be ordered for one year at a time.
Subscription-based collection of garden waste: An option price is wanted for the collection of garden waste based on voluntary subscriptions in the entire contract area.
Collection of Christmas trees. Option prices are wanted for the collection of Christmas trees. The collection of Christmas trees can be cancelled or ordered year by year.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Requirement 1 — Tax certificates.
The tenderer's tax and VAT payments shall be in order. Documentation: Tax and VAT certificates.
Requirement 2 — Company registration certificate.
Tenderers shall be a legally established company. Documentation: Norwegian companies: Company registration certificate. Foreign companies: Proof that the company is registered in a trade index or company register as prescribed by the law of the country where the tenderer is established.

Økonomisk og finansiell stilling:
Requirement 3 — Finances.
Tenderers shall have sufficient economic and financial capacity to fulfil the contract.
Minste nivå(er) av standarder:
Credit rating A, as well as an equity requirement of minimum NOK 7.0 million. Tenderers shall present a declaration of willingness from a bank or other financial institution certified by the Financial Supervisory Authority of Norway that security will be provided in the form of a bank guarantee equivalent to 20 % of the tender sum.

Documentation: Extended credit rating/report of the tenderer, not older than 3 months, from a publicly certified credit rating company — typically given by a letter or short text, as well as an explanation of this. The report shall be based on the last known accounting figures. The date must be clear.

Companies without sufficient credit rating, newly started companies with a credit rating of AN, individual foreign companies or companies without reporting obligation to the Brønnøysund Register Centre will not always be able to document that the requirement is met. In such instances, they will be able to compensate with a satisfactory credit rating which provides an equivalent security for implementation ability. These alternative documents must be included with the tender.

A good and well-functioning system is required for internal control and quality assurance. The concept of a quality management system is that i.a., the tenderer has a awareness of quality objectives, planning, securing, handling of deviations and quality improvement.

Documentation: An account and documentation of the tenderer's internal control system and quality assurance system. The table of contents for the internal control system is to be enclosed.
If a tenderer is certified, the certificate is to be enclosed; if not, a short account or the table of contents for the quality assurance system is to be enclosed.
Requirement 6: Tenderers, possibly with support from sub-supplier(s), must have very relevant experience and very good competence from equivalent assignments, including experience in the last 3 years as a main supplier in at least 2 contracts for collection at household level from minimum 50,000 inhabitants for each contract.

Documentation: An account of relevant assignments in the last 3 years. The account shall include a description of the assignment, contracting authority, number of inhabitants, date, name and contact data of a contact person.
Tenderers must document that they have the organisational capacity to fulfil the contract, with sufficient ability to carry out all of the contract's phases, as well as general competence and experience within sanitation — i.e. the collection and transport of household waste with associated services. A description shall be given here of competence within the operation and maintenance of vehicles with the accompanying equipment, route planning, management, finance, ICT, logistics, transport, quality assurance, administration and recruitment.

Either the form in annex 6.10 can be used, or a reference that describes the extent, duration, size and type of work carried out at the reference assignment, in addition to contact information for the reference. The contracting authority reserves the right to contact the references.
