The assignment shall strengthen knowledge on carbon absorption, release and storage in Nordic blue forests as a basis for an updated marine carbon cycle for Nordic waters and an option to prepare national carbon accounts for such blue forests. The assignment shall also strengthen knowledge on, and test select measures for, counteracting negative influences from climate changes on blue forests. Knowledge on the Nordic blue forests' importance in marine eco-systems, carbon cycle and on blue and sustainable growth shall be communicated to management, decision takers and other relevant actors.

— Updated estimates on the spread and production of blue forests in the Nordic area, specified by each Nordic country.
— Analyse and estimate carbon absorption in blue forests along the Nordic coast.
— Analyses and estimates of how much of the blue forest…
… is stored long term in Nordic sediments, near the coast and in deep water.
… ends up as loose inorganic and organic particular and loose carbon in sea water.
— Based on the above points: An updated presentation of the carbon cycle for blue forests in Nordic countries. The results ought to be in such a form that they can form the basis for preparing national factors for emissions and absorption of carbon from blue forests.

— Proposals for concrete and possible measures and testing a selection of these, in order to reduce negative effects of climate changes and ensure viable stocks of blue forests with the accompanying eco-system, seen in the light of the problem of obscuring coastal waters, so that the blue forest is capable of providing eco-system services such as carbon storage. This shall be done in cooperation with the relevant water region authority and possibly other relevant authorities.
