The scope and purpose of the procurement.
The competition is for a framework agreement for the provision of building contractor services for the following participants (the estimated volumes in the brackets are per annum excluding VAT): Hurum municipality (the volume is included in Hurum Eiendom KF) Hurum Eiendom KF (2 000 000 NOK), Hurum Havner (350 000 NOK), Lier municipality (2 200 000 NOK), Lier eiendomsselskap KF (the volume is included in Lier municipality), Nedre Eiker municipality (15 000 000 NOK), Røyken eiendom AS (REAS) (4 000 000 NOK), Røyken municipality (the volume is included in REAS), Øvre Eiker municipality (2 500 000 NOK).
The chosen contractors must be able to take on the following disciplines with their own or external resources (not exhaustive): Builder/carpenter/joiner, bricklaying/sheathing/tiling, flashing and guttering, passive fire protection.
The Contracting Authority intends to enter into parallel agreements with 3 or more tenderers in two zones, provided that sufficient suitable tenders are received.

The tender contest involves a framework agreement for the delivery contractor services.
The procurement's value is estimated to be above the EEA threshold, but the volume is very difficult to calculate as we do not know what projects will arise in the coming years. The value must therefore be considered an estimate and is not binding. The volume can vary a lot from year to year.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
(ESPD: Part II A.e) Certificates for Tax and VAT.
The tenderer shall have settled conditions in relation to payment of taxes and VAT.
Documentation: A certificate showing paid VAT, taxes and social security contributions is required. The certificate shall be issued by the competent authority in the country where the tenderer is established (the Norwegian certificate for tax and VAT is common and can be ordered from altinn.no , former RF-1244) in accordance with the laws and regulations in the country of origin. The certificate must not be more than 6 months from the deadline for receipt of tenders.

The contracting authority is not allowed to request the certificate if he has already received it, in accordance with the regulations § 17-1(4). If you have submitted a tax certificate to Øvre Eiker municipality, and it is still valid at the deadline for receipt of tenders, you are not obliged to submit a certificate now. If this is the case, stated when and to who the certificate was previously submitted. You can, however, enclose the certificate voluntarily if you want.

Requirements regarding the tenderer's economic and financial position: The financial capacity to fulfil the contract is required.
Documentation: The Contracting Authority will assess finances through the company and accounting information system Proff Forvalt (www.forvalt.no ). Tenderers are asked to submit other information they believe is relevant. The contracting Authority reserves the right to obtain supplementary information about the tenderer's finances.
