Therefore, the study will use BALMOREL, TIMES, MARKAL and MESSAGE modelling tools or a combination of them or other appropriate modelling tools. The study will be conducted in cooperation with identified Baltic researchers or institutions as described in the ‘Invitation to Tender’.
