Audiometry equipment shall be procured, in the form of test boxes, audiometry and headphones, as well as accompanying services, for the best possible implementation of hearing tests for adults in the Health Survey in Nord-Trøndelag (HUNT4). The procurement builds on the Norwegian Public Health Institute's defined area of responsibility. The quality of the data basis will be of decisive importance for the result and for knowledge on and understanding of the underlying reasons and thereby, the option to develop possible measures with benefits thereof, that can affect public health.

Option 1: We would like tenderers to offer the resale of equipment after final disassembly.
Option 2: Upon request, tenderers shall, after the final disassembly, transport the equipment to the agreed destination in Norway.

Requirement:
Tenderers shall be registered in a company register, professional register or a commerce register in the country where the tenderer is established.
Documentation requirement:
Norwegian tenderers: Company Registration Certificate,
Foreign companies: Verification showing that the tenderer is registered in a company register, professional register or a commerce register in the country where the tenderer is established.
Tenderers shall have their tax, duty and social security payments in order.
A tax and VAT certificate shall be presented.
The tax certificates must not be older than 6 months, calculated from the tender deadline. [1]
Norwegian tenderers who are not subject to VAT must provide confirmation of this from the tax authorities.
[1] Foreign tenderers must submit equivalent certificates from their own country that show that they have their tax and duty payments in order. If the authorities in the relevant country do not issue these certificates, the tenderer shall submit a statement that states that all taxes and duties have been paid. The statement shall be approved and signed by the tenderer's Financial Director/ person responsible for finance.

Økonomisk og finansiell stilling:
Requirement:
Tenderers must have sufficient economic and financial capacity to be able to comply with the contractual regulations. Creditworthiness with no requirement for guarantees will be sufficient to meet the requirement.
Documentation requirement:
Credit rating, based on the accounting figures for the last 2 completed financial years. The rating shall be carried out by a credit rating company with licence to conduct this service.
Tenderers who will use the capacity of other companies to fulfil the economic and financial capacity requirements for this contract, shall, independent of the legal connection between them, document that they can use the necessary resources, for example, by submitting a commitment statement from the companies in question. The supporting companies' organisation numbers shall be provided. The supporting companies will be joint and severally liable with the Tenderer for the execution of the contract.

The supporting companies shall fulfil the relevant qualification requirements and there must not be any grounds for rejection on the supporting companies' side, see the requirements for completing the European Self-Declaration Form (ESPD).
Teknisk og faglig kapasitet:
Requirement:
Tenderers must have sufficient implementation ability, including competence and the capacity to fulfil the contract.
Documentation requirement:
Tenderers are asked to describe competence and the necessary technical and professional qualifications that the tenderer has at his disposal and can use for this assignment, for the execution of assembly and installation work, training and other described services under the contract.

Tenderers are also asked to give an overview of the most important products and/or services (maximum 5) of an equivalent nature, which the tenderer has carried out in the last 3 years, together with information on the contracting authority, the contract's value, date of delivery/execution, possibly the contract period. It is the tenderer's responsibility to document relevance through the description.
