Kort beskrivelse:
HiOA requests tenders for the following services: Assistance, consultancy and process support in connection with overall security and stand-by work. This includes the following:
1. Implementation of various risk and vulnerability assessments, e.g. security risk and vulnerability assessment.
2. Preventive security work for various areas.
3. Audit and development of the established preparedness plan and execution of training in accordance with the training plan.
4. Skills upgrading related to staff methodology, communication tools and crisis communication.
5. Consultancy related to security and preparedness organisation in an organisation development view.
A framework agreement shall be signed with one tenderer for the assignment. The duration of the framework agreement will be two years from the start-up date. The estimated start-up date is 01.01.2018. The contracting authority shall have the option to prolong the framework agreement for a further one+one years, to a maximum total of four years.

In order to participate in the competition, tenderers must fill in the electronic self-declaration form (ESPD), stating that they fulfil all of the qualification requirements mentioned in the tender documentation. If the Tenderer is relying on other sub-providers as joint venture partners in order to comply with the contractual obligations, the joint venture partner must also complete the ESPD.

The tenderer/tenderers who are chosen before the notification letter is sent out must document fulfilment of the qualification requirements in accordance with the stated documentation requirements.
All tenderers must ensure that they have the documentation available and must be prepared to present it at short notice at any time in the competition.
Missing documentation, vagueness or missing information can lead to a tender being rejected, c.f. the Public Procurement Regulations § 24-2.
The ESPD shall be submitted as a PDF file and xml document in accordance with point 5.1. The PDF file must be signed in order to be accepted.
