Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
General information on the qualification requirements and the tenderer's response.
Each individual qualification requirement must be fulfilled before a tenderer can participate in the competition.
The requirements shall ensure that tenderers have the necessary competence and experience, both as regards technical, professional, economic and financial capacity.
Tenderers who are newly established companies and cannot submit the required references, must be particularly careful to document and demonstrate that they have what it takes to carry out the contract.
Information on the tenderer shall be given with the editing and structure stated in chapter E2.
Tenderers who do not fulfil the qualification requirements will be rejected, cf. the Public Procurement Regulations § 9-5 (1) letter a possibly § 24-2 (1) letter a.
Missing or inadequate documentation in 1 or more criteria can result in the tenderer being rejected.
If the service provider has provided incorrect information in tender contest above the EEA threshold values, the tender can be rejected.
The contracting authority can emphasise their own evaluations from previously performed work.
The contracting authority can obtain information from public registers, provided references and the experience of other contracting authorities.
The information will be subject to an evaluation based on judgement. It is important for the evaluation that the information and documentation are correct and complete.
Electronic self-declaration form (ESPD).
Information on tenderers shall be given by submitting a completed ESPD form when applicable for the competition, cf. § 17-1 (2).
Only the section ‘a: Total statement for all the qualification requirements’ shall be completed in part IV. Part V shall not be completed.
The contracting authority can, at any time in the competition, ask for the tenderer's documentation stated in the ESPD, c.f. the Public Procurement Regulations § 17-1(3).
Legally established and registered company.
Tenderers shall be a legally established company. The same applies to each participant in any working partnership (supplier group).
Documentation requirement:
Certificate from the Register of Business Enterprises or an equivalent certificate from a register for legal registration in the country where the tenderer is established.
Completed measures to avoid rejection.
If a tenderer, or others who he is identified with, in accordance with the Public Procurement Regulations, § 24-3 has committed a crime stated in the Public Procurement Regulations §§ 9-5 (2) and 24-2 (2) or conditions exist that are described in the Public Procurement Regulations § 24-2 (3) letters c), e), f) and i), the tenderer shall document measures that have been carried out to show that he has the necessary integrity that the contracting authority expects from a contract party, cf. the Public Procurement Regulations § 24-5. The documentation shall be presented with the other documentation for the qualifications.

HSE.
Systematic HSE work.
Tenderers shall have a system and routines that ensure that the HSE work is operated in a systematic manner in accordance with the internal control regulations, cf. the confirmation in the E5 tender form.
Økonomisk og finansiell stilling:
Tax certificates.
Norwegian tenderers shall enclose a tax certificate and VAT certificate with the qualification requirements documentation. The tax certificate must not be older than 6 months calculated from the deadline for submitting a request for participation in the competition or a tender.

Equivalently, all foreign tenderers with business addresses in other EEA countries shall enclose a VAT certificate or equivalent public fees and a tax certificate.
The Public Procurement Regulations § 7-2 apply accordingly. If the tenderer's home country does not issue such certificates, they can be replaced by a declaration from a legal or administration authority in the home country or the current country of residence.

Tenderers who participate in the competition as a working partnership.
Tenderers must be a legally established company. The same applies for each participant in any working partnership (supplier group).
The supplier group must see to the necessary documentation of its overall qualifications. Furthermore, each individual tenderer who participates in a working partnership shall give all the required information. As a part of this, a completed ESPD form must be submitted for each such tenderer, when applicable for the competition.

The supplier group will be assessed as one for all the qualification requirements except
HSE and equity. Each tenderer will be individually evaluated for HSE and equity.
Documentation requirement:
A certificate from the Register of Business Enterprises or an equivalent certificate from a register for legal registration in the country where the contracting authority is established.
An account shall be given of the company form and the composition of the supplier group, including each individual tenderer's organisation number [Business Register Number].
A declaration of joint and several liability to the contracting authority and third parties.

Companies that the tenderer must rely on.
If a tenderer must use others to fulfil the stated qualification requirements, he must document to the contracting authority that he will be able to use the necessary resources, cf. the Public Procurement Regulations §16-10(2).
The tenderer and any companies that the tenderer will use, shall be legally registered companies.
The tenderer and companies that the tenderer will use will be assessed as one for all the qualification requirements except HSE and equity. Each individual company will be individually assessed for HSE and equity.
Mutual commitment statement.
As a part of this, a completed ESPD form must be submitted for every such supplier when applicable for the competition.
Equity.
Tenderers are required to have positive equity. If the tenderer is a working partnership (supplier consortium), the requirements apply for each of the participants. The requirements also apply for any companies that the tenderer will use to be qualified.

Documentation of any significant changes to the tenderer's equity compared to the last accounts audit must be submitted with the tender.

Experience
Tenderers who are recently established companies and consequently, cannot submit references, must be particularly careful to demonstrate that they have the ability to carry out the contract.
The tenderer shall report their company formation and employee expertise. Planned organisation for the assignment and CV s for the key personnel in the project organisation are extremely important. This also applies for companies that merge or are acquired by another company during the tendering process.

Experience from equivalent works. Reference projects
The tenderer shall have experience from work of the same nature and degree of difficulty.
Documentation requirement:
Information on such shall be attached with the tender.
The builders' experiences. Reference projects NPRA and other builders' experiences with the tenderer will be appraised.
The tenderer is required to show references to relevant contracts that they themselves have carried out in a satisfactory manner.
Conditions which will be evaluated are related to, a.:
— documentation of completed quality;
— fulfilment of contracts;
— compliance with provisions and procedures for HSE;
— compliance with provisions for wages and working conditions;
— observance of deadlines;
— follow up during the warranty/claims period;
— use of apprentices.
Information about contracts the tenderer has had in the last few years, with names of references at the contracting authority, shall accompany the tender.
Any assessment forms from previously completed contracts can also be included in the basis for the evaluation.
