The primary objective of the procurement is to have a supplier of all relevant occupational health services. The tenderer must have experience with giving comprehensive and preventative assistance in systematic health, environment and safety work, have good cross discipline competence and personnel capacity, efficient ordering system and the possibility of standby. The Contracting Authority expects to be a prioritised customer for the contractor signing the agreement. The need for an agreement on occupational health services applies for all employees at all locations. The Waste branch has a risky work environment with high potential for illness, injury and psychiatric strain. The Contracting Authority is therefore obliged to connect with a certified occupational health service.

For the agreement to provide the desired quality and security for the Contracting Authority, as well as function effectively, the tenderer must have experience with providing comprehensive and preventative assistance in systematic health, environment and safety work, have good cross discipline competence and personnel capacity, efficient ordering system and the possibility of standby. The Contracting Authority expects to be a prioritised customer for the contractor signing the agreement. ROAF needs agreements for occupational health services applicable for all employees at all locations. The Waste branch has a risky work environment with high potential for illness, injury and psychiatric strain. The Contracting Authority is therefore obliged to connect with a certified occupational health service. Section § 13-1 of the Regulation on organisation, management and participation that businesses that perform collection, processing, disposal and recycling of waste fall within the scope of the provision.

Organisational and legal qualification requirements:
Norwegian companies: Company registration certificate from the Register of Business Enterprises.
Foreign companies: Proof that the company is registered in a trade or business register as prescribed by the law of the country where the supplier is established.
Document that laws and tariffs regarding wages and work conditions are adhered to. Also applies to any sub-contractors.
C.f. the Wages and working conditions regulation in public contracts (FOR-2008-02-08-112).
If there is a general tariff agreement, the wage level in this contract will form the basis for what is the normal level.
The tenderer shall document that the are certified by the Norwegian Labour Inspection Authority.
Regulation on the administrative scheme sets i.a. Requirements for the quality in the occupational health services that shall deliver their services to businesses with a duty to connect to a certified occupational health service.
Økonomisk og finansiell stilling:
The tenderer shall confirm in the ESPD form that they have fulfilled their tax and duty obligations.
The chosen tenderer must document this by enclosing a tax certificate that is not older than 6 months.
The tenderer must have the financial capacity to implement the assignment.
The selected tenderer must document their economy by presenting a credit rating, not older than three months.

Documentation about the tenderer's quality assurance system, to ensure that the assignment is performed in accordance with the laws and regulations, and in accordance with the agreed quality.
