Oslo kommune v/ Omsorgsbygg Oslo KF

Omsorgsbygg [the Municipal undertaking for social service buildings] shall procure a framework agreement that covers the need for systems pertaining to access control and gate telephones for new construction, rehabilitation and upgrading of the company’s properties. The objective of the framework agreement is to reduce operations and maintenance costs by the installation of the best possible standardised solutions in the buildings. In addition to the framework agreement, a maintenance and service agreement shall be entered into for the services that shall be delivered in the framework agreement with the selected tenderer.

The maintenance agreement has a duration of 4 years with an option for the Customer to extend the agreement for a further 1 year + 1 year + 1 year + 1 year + 1 year + 1 year. This gives a maximum duration of ten years including options.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
- The tenderer shall be a legally established company.
Documentation requirement:
Norwegian tenderers: Company Registration Certificate.
Foreign companies: Verification that the company is registered in a trade index or a register of business enterprises as prescribed by the law of the country where the company is established.
- The tenderer shall have their tax and VAT payments in order.
A certificate for tax and VAT that is not older than six months from the deadline for receipt of tenders.
Foreign tenderers must provide certificates from equivalent authorities to the Norwegian authorities.
Alternatively, tenderers registered in StartBANK can provide their StartBANK ID or send in a copy of their StartBANK certificate of registration if the documentation requested is available in StartBANK.
Økonomisk og finansiell stilling:
The tenderer must have the financial capacity to carry out the assignment/contract.
The Contracting Authority will obtain a credit assessment/rating based on the last known fiscal figures. The rating will be carried out by a publicly certified credit rating institution.
The Contracting Authority retains the right to obtain the annual financial statements or other documentation from the tenderer if this is necessary to evaluate the requirement.
If the tenderer has valid reasons for not being able to provide the documentation requested by the contracting authority, (for example a newly started business), the tenderer can document their economic and financial position with any other document that the contracting authority deems suitable.

- The tenderer must have the economic capacity to carry out the assignment/contract.
Teknisk og faglig kapasitet:
- The tenderer shall have good capacity to execute the assignment.
Documentation requirement:
An account of the tenderer's average workforce and the number of employees in the administrative management in the last three years (can be a competence matrix or organisation chart).
- Good experience is required from the equivalent assignments.
Equivalent deliveries means that the tender shall have experience from assignments of the same nature, complexity and extent.
- List of the company’s most important deliveries or services performed during the last five years.
The overview shall state the value, contract type, contracting authority, and also the time and location the work was performed.
We request that tenderers provide a reference person for each project. The Contracting Authority reserves the right to contact the reference persons.
- The tenderer shall have a well-functioning quality assurance system that is relevant to the content of the contract.
-The tenderer shall submit a description of their quality management system, hereunder the tenderer’s quality assurance measures.
Documentation shall at least describe the following points:
a) the organisation’s quality policy and quality goals
b) the work processes and work procedures that are relevant to the contract’s content
c) methods that ensure the systematic measuring of customer satisfaction and continual improvement of performance.
Documentation can be requested.
Alternatively: The tenderer can submit certificates pertaining to the company’s quality management system issued by independent bodies confirming that the tenderer fulfils certain quality management standards, for example: ISO 9001 or equivalent.
- The tenderer shall have a satisfactory environmental management system suited to the content of the contract.
Tenderers shall document their environmental performance/procedures within the themes of purchasing, energy, waste, transport and/or emissions (only relevant themes).
- The tenderer shall present a description of the tenderer’s environmental measures.
The description shall include procedures and check-lists for the services offered in the contract, that show satisfactory environmental management of the deliveries/services.
The procedures and the check-lists shall show how the tenderer meets the requirements for the outer environment in accordance with the internal control regulation and pollution control act.
The tenderers shall document that the system is regularly reviewed and that they have an active system for deviation management and improvements.
Alternatively: If the tenderer is Eco-lighthouse certified, it is sufficient to present that certificate.
Or.
If the tenderer has ISO14001 certification (or equivalent), it is sufficient that the certificate is presented.

Kontraktutførelse
Vilkår for kontraktoppfyllelse:
- Framework Agreement.
- The procurement agreement (SSA-K), Agreement on the purchase of software and equipment.
The maintenance agreement (SSA-V), Agreement on maintenance and servicing of equipment and software.
Agreements based on NS standard will be used in the instances when call-offs based on SSA-K shall be transferred.
NS 8415:2008 – Norwegian sub-contract contracts regarding the execution of construction and building works.
NS 8416:2009 – Simplified Norwegian sub-contract contracts regarding the execution of construction and building works.
NS 8417:2011 – General provisions for sub-contract contracts for turnkey sub-contracts.
