The Contracting Authority for this tender notice is Sykehusinnkjøp Health Trust. Clients included in this agreement are given in the tender documentation's annex 15 ‘Kunder tiltredelse’.
Sykehusinnkjøp Health Trust is a company owned by the four regional health authorities. Sykehusinnkjøp carries out procurements on behalf of the Contracting Authority. The scope and purpose of the procurement
The contracting authority requests tenders for PC clients and monitors. The estimated annual value of the contract is NOK 100 million. The estimated value is based on former consumer statistics and the contracting authority is not bound by this estimate.

Sykehusinnkjøp HF (‘Sykehusinnkjøp’) has decided to cancel the competition ‘Clients and monitors’ pursuant to the Public Procurement Act from 17.6.2016 no. 73 (LOA) §4 and the basic requirements for equal treatment and predictability, as well as the public procurement regulations from 12 August no. 974 (FOA) § 25-4 (1). The contracting authority has the right, before the tender deadline, to make corrections, supplements and changes to the tender documentation which are not of a significant character, c.f. FOA §14-2 (1). If changes are made, which together are seen as of a significant character, the contracting authority must cancel the competition before the changes can be made in order to comply with the predictability and equal treatment requirements. In the question and answer round, Sykehusinnkjøp was made aware that the current formulation of the obligatory requirement in the requirement specifications points KL-12-14 would prevent large parts of the manufacturer market from submitting a tender, as well as several minor changes that, according to our assessment, are of significant character. In order to ensure compliance with the basic requirement for the competition in LOA §4, Sykehusinnkjøp would like to change the requirement so that the procurement can be carried out in an appropriate way. The appeals board has stated in a number of cases that changes to obligatory requirements that affect who can submit a tender involve a significant change to the tender documentation. See, amongst other things, case 2007/34 premise (16). Sykehusinnkjøp could not predict that the requirement in question would spoil the competition for the procurement as the problems was not raised in the hearing round before the notice. Sykehusinnkjøp will make the necessary changes in the coming days and announce a new competition. In addition, additional information that explicitly states the changes in question will be published.
