The contracting authority has considered splitting the contract in accordance with the Public Procurement Regulations §19-4, but has decided that this is not suitable.

Alternative tenders can be submitted, provided that the tender comply with the requirements in the tender documentation. An alternative tender can e.g. include the development of a tailor-made system for GIEK.
