Oslo University Hospital invites tenderers to a competition for the procurement of 2 coagulation instruments for the Department of Medical Biochemistry, Ullevål.
The Department of Medical Biochemistry at Oslo University Hospital is organised in 4 different operational divisions that all use coagulation analyses. At Ullevål Hospital, two STA-R Evolution devices shall be replaced with 2 new coagulation instruments. The new instruments shall not be connected to the band. The instruments will be operated throughout the entire day and handle approximately 60 000 citrate tubes for coagulation per year. Approximately 53 000 PT-INR, 18 000 APTT, 15000 D-dimer, 11 000 Fibrinogen, 3 750 Antitrombin and 750 Anti factor Xa (LMWH/heparin), will be performed including control analyses. The department offers immediate help services and must have an instrument available at all times. The two offered instruments should be of the same model.

Oslo University Hospital is of the opinion that the requirement specifications for coagulation instruments, subpoint II.8 “level difference with reference to existing equipment at OUS” favours one tenderer and is an illegal award criterium. Cf. Public Procurements Act § 15.1 (4), Oslo University Hospital is of the opinion that this is an error that, at this stage, cannot be fixed by any other means than cancelling the competition. Cf. Public Procurements Act § 25.4.
