Pupils' rights to transport is decreed by law in the Education Act chapter 7 and the Education Agency needs a framework agreement with tenderers for transport for pupils at the schools in Oslo, including free schools, special nurseries and competence centres where the Education Agency is responsible for transport.
The right to transport concerns transport between the home address/collection point and the school. The following definitions apply to home addresses/collection points and places of education:
Transport is needed for pupils who require permanent transport, i.e. the pupil is to be transported every school day and for pupils with a temporary transport need, i.e. the pupil is granted transport for a given number of weeks.
The transport shall mainly be collection transport, i.e., more than 2 pupils in the same vehicle.
The transport need is divided into four categories:
Ordinary transport,
Special transport,
Transport with an escort,
Temporary transport.
