The Norwegian Institute of Marine Research has the task of initiating and executing the procurement of design, construction, building, equipping, testing and delivering of a new coastal research vessel. During 2017 the Contracting Authority wants to sign a ship building contract for design, construction, building, equipping, testing and delivery of a new coastal research vessel.

The Norwegian Institute of Marine Research shall procure a new coastal research vessel.

The objective of the procurement is to develop the design for a new coastal research vessel, as well as build, equip, test and deliver the vessel in accordance with the specified requirements in the prepared functional specification in the attached contract, cf. the tender documentation Appendix 1: Norwegian Standard Ship Building Contract 2000, Appendix 1.

The procurement thus concerns development of design — initial, basic and detailed design, including production drawing and ‘as-built’ documentation for a new coastal research vessel. The tenderer shall guarantee the fulfilment of all performances and requirements necessary for the engineering and design of a new coastal research vessel are safeguarded. The procurement includes all drawings and technical specifications required for construction, building, outfitting, equipping, testing and delivery of the vessel.

Furthermore, the procurement comprises the construction, building, fit-out/equipping, testing and delivery of a coastal research vessel pursuant to the developed design, prepared based on the set requirements in the tender documentation Appendix 1: Norwegian Standard Ship Building Contract 2000, Appendix 1: Functional Requirement Specification.

The contract also includes the options for the procurement and installation of the following equipment:

Broadband fishing echosounder for marine biology research (70 and 333 kHz) in SB drop keel (Option 1).

ADCP 75 kHz in BB drop keel with necessary cable conduit (Option 2).

Positioning system for ROV, AUV Hugin and other sub-sea equipment equipped with a transponder that is compatible with the vessel's Dynamic Positioning system (Option 3).

A third generator set of at least 500 kW (Option 4),

The above given start and end dates are tentative dates for contract award notification and contract signing. Egnethet til å utøve yrkesvirksomheten:

1. Mandatory Requirement: The tenderer must have submitted tax imposed duties to the tax authorities and paid VAT, tax and employer contribution. It is a requirement that the tenderer must not have arrears for payments of VAT, tax and employer contribution. If the tax certificates show arrears, justification must be enclosed, as well as an approved repayment plan authorised by the tax authorities.

Documentation requirement:

— Selected tenderers must deliver the tax and VAT certificate, issued by Altinn, The Tax Office or the Tax Collection Office. This requirement only applies to Norwegian tenderers.

— The certificate must not be more than six months old at the deadline to deliver requests on participation in the competition, possible calculated from the expiry of the tender deadline if the tax certificate is first required after submission of the tender offer.

2. Legal position.

Legal requirement: The tenderer shall be a legally established company and be registered in a trade register, commerce register or company register as specified in the legislation of the country where the tenderer is established.

— Norwegian companies — Company registration certificate from the Register of Business Enterprises.

— Foreign companies: Verification that the company is registered in a trade index, commerce register or business register as specified in the legislation of the country in which the company is established.
