2017/1711 Procurement of Framework agreement for painting and wallpaper services

The Norwegian Parliament's administration maintains and develops buildings with a combined area of 68,000 m². In addition, it owns commuter residences (10 000 m²), mainly two and three room apartments in Oslo.
The painting and wallpaper services will mainly be used in projects connected to named buildings, such as the Norwegian Parliament's building on Karl Johansgate 22, Prinsensgate 25 and 26, Akersgata 18 (leased premises), Stortingsgata 6 (leased premises), Nedre Vollgate 18 and 20, Tollbugata 31 and Tollbugata 35 (leased premises) and in the commuter residences.
Each year the Norwegian Parliament's administration (hereunder called the Contracting Authority) implements a series of construction and rehabilitation projects in relation to the Norwegian Parliament's buildings. In this regard, a contract will be signed with one supplier for painting and wallpaper services to assist the Contracting Authority with implementation of the projects.

Kort beskrivelse:
A large number of the buildings are listed, and building and renovation work for these buildings will have to be carried out in accordance with the antiquarian guidelines and in co-operation with Riksantikvaren [The Directorate for Cultural Heritage]. Tenderers shall have relevant expertise and experience in the field.

The individual assignments will vary in size and content, and will be of short and long duration. Assignments may be awarded in all phases of a project. Please note that a significant amount of the work will occur in the assembly free period, i.e. in the period from 20 June to and including 30 September each year. The tenderer who is awarded the contract must reckon on an immediate start-up after the contract has been signed.

The tenderer must be able to offer a fixed person (working foreman) who shall be available to the Contracting Authority during the agreement period. Other use of personnel will be clarified as needed, but the supplier must have at least five other workers who are pre-cleared for assignments at the Norwegian Parliament. This is due to the need for a on the need for a security agreement. See Annex 6, Price Annex part 1 for a definition of personnel.

The tenderer shall in a comprehensive manner cover the Contracting Authority's need for painting and wallpapering services for the named buildings. The framework agreement applies for the execution of painting and wallpapering works in accordance with NS 3420T with associated services. A more detailed description of the assignments related to the individual services will be given in Annex 1 and Annex 6.
