17/5732 Economy and Accounting Assistance to the Ministry of Education and Research’s Supervisory Unit

In spring 2016, the Ministry of Education and Research (KD) set up a supervisory unit that operates supervision at private vocational schools and university colleges and the Student Welfare Organisations. KD is developing a supervisory methodology in the area, prepares and performs supervision of these businesses and in connection with this needs assistance related to economy, accounts and supervisory methodology. In autumn 2017, an inspection was carried out of the Annual Financial Statements and the Annual Report for 2016 for private university colleges and trade schools, and supervision was begun for an institution (in 2016). In 2017, the unit has i.a. worked with preparations for inspection of the Student Welfare Organisations.
The economic limit for the assignment is up to NOK 5 million excluding VAT in total over 3 years, cf. point 2.3.
The supervision includes all private vocational schools and university colleges and the Student Welfare Organisations that receive government funding. From 2018, supervision responsibility for all private vocational schools and private universities and university colleges applies, cf. Innst. 225 L (2016-2017).

The engaged service provider shall assist the department in the following assignments:
— Review the account of the student welfare organisations, the private tertiary vocational schools and the university colleges,
— Undertake analyses of the accounts and assess indications of and/or direct violations of the law. This is in connection with legal and reporting requirements,
— Collection and analysis of supplementary documentation about economy, accounts and different contracts from the student welfare organisations, the private tertiary vocational schools and the university colleges,
— Assist with further development of the supervisory methodology,
— Assist with pre-works and after-works in connection with supervision,
— Assist in the work with regulations regarding private universities, university colleges and tertiary vocational schools — Requirement for accounts etc., cf. Request for comments 05.09.2017,
— Assist with guidance related to the regulations about student welfare organisations and the university and university college sector,
— Assist with proposals and advice regarding economic problems related to the student welfare organisations and the named institutions,
— General consultancy and analysis in the work with supervision of the student welfare organisations and the businesses.
The unit shall inspect if the operation of the student welfare organisations and the businesses are in accordance with the legal requirements. Important main questions about economics are whether government subsidy and self-payment benefits the students, here under how the organisations ensure that the trade occurs on market terms. Trade with related parties and evaluation of other economic availability will be central. The student welfare organisations’ adherence to the law on student welfare organisations and associated regulation about the student welfare organisations is being checked. This involves i.a. whether government subsidy and self-payment benefit student well-being, the scope of the commercial activity that the student welfare organisations offer to other than students, subsidies and the board’s responsibilities.
