The main question for the evaluation is whether FVO and module structured subject and vocational training will give better results than the current schemes as regards participation, completion, learning results and work connections/transition to education.

In addition to getting answers as to whether the trials give better results for each individual participant than current schemes, the ministry would like to have a number of other questions highlighted on the learning offer and cooperation forms (c.f. the tender documentation) and in what way the offer possibly creates better results.

Sub-trial 1 shall be carried out in two phases, with phase 1 commencing at the start of the academic year in autumn 2017 and phase 2 commencing 2 January 2018. (see annex 1, the contracting authority's description of the assignment for a description of the phases).

Sub-trial 2 is not divided into phases and is planned to start in the counties 1 September 2017. The Directorate of Education estimates that it will take approx. 2-4 months from when the counties have received a promise of participation in the trial until there are participants in the educational trials.

It is important to note that the trials with module structured sixth form education are not entirely in place yet. Tenderers must keep themselves up-to-date on any changes in the process, from Kompetanse Norge and the Directorate of Education respectively.

The Ministry of Education and Research is aware that there can be challenges involved in uncovering the effects in such a trial, particularly with a start-up in autumn 2017, c.f. the main question for the evaluation. The ministry would therefore like to be open in this notice for discussions on system proposals using different methods and data sets, which can, as far as possible, give answers to any effects of the trials.

In addition to highlighting the above questions, the ministry will also be open to tenderers submitting a sub-tender with a draft of a research design, in which an effect evaluation can be implemented at a later date. In sub-trial 1, for example, we are open to this being in place in phase 2. The plan is that local NAV offices shall participate in phase 2 of sub-trial 1. In phase 2 there can be an opening for a design that can, to a larger degree, uncover effects. This draft can be further developed in 2017 in cooperation with the contracting authority. If such a design is not put into place during 2017, the ministry reserves the right to stop this part of the evaluation. The ministry requests separate prices for such a sub-tender.

The ministry also reserves the right to downscale the project financially during the procurement process if the received system proposals are not considered to give satisfactory answers to the main problems.
