The Agency for Urban Environment in Oslo municipality is responsible for the planning, development, and operation of municipal urban spaces in Oslo.
The urban spaces include communal areas such as roads and streets, squares, meeting places, parks, recreational areas, municipal sports and recreation facilities and municipal landscape areas in Marka and inner Oslofjord.
The Agency for Urban Environment manages approx. 100 artificial grass pitches of varying sizes in these areas. The Agency for Urban Environment constructs and renovates artificial grass pitches every year, which are primarily used by different sports teams in the municipality.
In addition, the Agency for Urban Environment undertakes a small number of sports facility projects each year that are not artificial grass pitches. In order to cover the need for ground-work and lighting installations, the Agency for Urban Environment shall enter into parallel framework agreements with 3-4 tenderers.

The procurement shall contribute to the Agency for Urban Environment achieving its goal of facilitating physical activity through investments and the maintenance of sports facilities.
The procurement shall contribute to good capacity and breadth in sports facilities. The Agency for Urban Environment constructs and renovates artificial grass pitches every year, which are primarily used by different sports teams in the municipality.

The number of pitches that are constructed and/or renovated each year varies but is between 2-3 new pitches and 5-10 renovations. In addition, the Agency for Urban Environment undertakes a small number of sports facility projects each year that are not artificial grass pitches, typically 2-3 projects per annum.

The procurement shall cover ground and electrical work for new constructions and renovations of sports facilities.
The work included in the contracts under the framework agreement includes, amongst other things:
— removal and disposal of existing artificial grass systems to a certified landfill site,
— removal/new construction of lighting installations; masts, including headlights and cables,
— removal/installation of pipe installations for undersoil heating,
— ground-work. Includes, amongst other things:
— — removal and disposal/sieving matter,
— — removal/laying asphalt, and,
— — removal/assembly of lattice fences and ball catcher nets.
The removal and disposal of existing artificial grass systems could be taken out of the framework agreement during the contract period. This is because the contracting authority potentially wants to use more environmentally friendly disposal technology in the future.

The contracting authority has other framework agreements that cover engineering design services for artificial grass pitches, as well as for the delivery and installation of the artificial grass system, including the filling. This means that such assignments are not included in this framework agreement.

The contracting authority has the option to extend the contract for up to 1 + 1 year on the same terms.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Tenderers shall be a legally established company.
Documentation requirement:
— Norwegian companies: Company Registration Certificate.
— Foreign companies: Proof that the company is registered in a trade index or business register as prescribed by the law of the country where the tenderer is established.
Økonomisk og finansiell stilling:
Credit evaluation/rating, not older than 6 months, and which is based on the last known accounting figures. The rating shall be carried out by a publicly approved credit rating institution.
The contracting authority reserves the right to obtain a separate credit evaluation if necessary.
Minste nivå(er) av standarder: The tenderer must have the financial capacity to implement the contract.
Teknisk og faglig kapasitet:
A description of the tenderer´s five most important relevant deliveries from equivalent assignments in the last five years, together with certificates of satisfactory execution for the most important work.
The overview shall state the assignment´s extent, value, date and place of execution, as well as the contracting authority, with the name of a contact person.
A description of the technical personnel that the tenderer can use for the contract work, particularly those who are responsible for quality assurance. A description of the proportion of the contract that the tenderer is considering to sub-contract out.

A description of key personnel, with information on education and professional qualifications for the personnel who will be responsible for the execution of the contract work, particularly those who are responsible for quality assurance, preferably with an organization chart.

Tenderers must be certified for environmental management, in the form of EMAS, ISO 14001, or Miljøfyrtårn (Eco-lighthouse). Other certificates issued by bodies in other EEA countries can also be presented, provided that the tenderer can document that these are equivalent to EMAS, ISO 14001 or Miljøfyrtårn (Eco-lighthouse).

The contracting authority will accept other documentation of equivalent environmental management measures if the tenderer does not have the possibility to obtain such certificates by the deadline and this is not the tenderer’s fault. This requires that the tenderer documents that these measures are equivalent to the requested quality assurance standards or environmental management systems or standards.

A description and submission of actual parts of the tenderer´s quality system, with a statement of when it was last updated. If a tenderer is certified, a copy of a certificate issued by the certification body shall be submitted. — tenderers must have experience from work of a similar nature, i.e., experience from the execution of site work including ground-work and electrical work, that is relevant for the construction of sports facilities.
— tenderers shall have the capacity to carry out 3 parallel assignments at the same time.
— the key personnel who shall be responsible for implementing the contract shall have several years experience and competence from equivalent assignments. Key personnel means project managers and site managers who are responsible for fulfilling the contract.

Vilkår for kontraktoppfyllelse:
The contractual relationship will be regulated by a framework agreement for ground-work and lighting installations - sports facilities and the call-offs will be regulated by NS 8406 Simplified Norwegian Building and Construction Contract with the accompanying contract formula for Oslo municipality.
