A cooperation contract has been signed between Oslo municipality and the Norwegian Tax Administration as a part of Oslo municipality's fight against working life criminality, including illicit work and social dumping. Oslo municipality therefore requires a signed permission slip that gives Oslo municipality an extended right for an unlimited number of times to obtain information on its suppliers and sub-suppliers' tax and duty standing, as stated in the permission slip. The permission shall be signed by the winning tenderer after the award of contract letter has been received, but before the contract is signed. The tenderer is obliged to meet the requirements regarding payment and and working conditions in public contracts, dated 8.2.2008.

The aim of the work is to renew the asphalt cover on roads, streets, pavements, foot and cycle paths that are managed by the contracting authority. The work includes the necessary preparatory work such as resetting of curbs and other necessary and appropriate actions in relation to resurfacing.

Laying red asphalt in cycle lanes/cycle boxes is included in the assignment. The description of the purpose and extent is not exhaustive. A detailed description of the processes included in the assignment is in annex 1. Requirement specifications.
The contracting authority will prioritise main roads/feed roads within the ordinary budget volume. In addition there can be additional work based on the submitted prices for the main tender and otherwise on the same terms.
The ordinary budget was approx. 50 000 000 NOK on the day the competition notice was published. There is as yet no knowledge of the size of any additional funding for the 2017 asphalt budget.
As a starting point, the service shall be carried out in the period 18.5. 2017 — 31.12.2017.

Egnethet til å utøve yrkesvirksomheten:
Requirement: The tenderer shall be a legally established company.
Documentation requirement:
Norwegian companies: Company registration certificate.
Foreign companies: Verification that the company is registered in a trade index or a register of business enterprises as prescribed by the law of the country where the company is established.
Tenderers who have been legally convicted or accepted a writ for the following punishable conditions will be rejected:
a) participation in a criminal organisation;
b) corruption;
c) fraud;
d) terror actions or punishable actions connected to terrorism;
e) whitewashing money or financing terrorism;
f) child labour and other forms of human trade.
Tenderers can be rejected, unless the rejection is disproportional, when the contracting authority can document that the tenderer has otherwise committed serious errors that lead to doubt of his professional integrity.
