12-BYM-2016 Framework agreement for maintenance of bridges and retaining walls

The Agency for Urban Environment is responsible for the planning, development and operation of municipal urban spaces in Oslo. Hereunder, about 350 heavy traffic bridge structures and a number of reinforcement walls, and approx. 50 unregistered bridges in parks, public recreation areas and forest where the majority are minor timber structures.
The bridges are inspected annually by a control engineer from the Agency for Urban Environment, and every fifth year a main inspection is carried out. The inspections form the basis for a report where damage to the bridges is mapped and any need for maintenance measures is described. We will procure a Framework Agreement with one contractor. The framework agreement shall cover the need for periodical and emergency maintenance of the municipal bridges and retaining walls. The maintenance work can include i.a. concrete work, steel work/surface treatment, railings work, wearing course and joint works, construction and maintenance of walls, and the maintenance of surface water systems.

All bridges and the wall construction that are managed by BYM need both periodical and emergency maintenance. This is to maintain, and in many circumstances increase the safety for traffic, as well as maintain the aesthetic character these structures have in the urban landscape.

Emergency maintenance needs will also occur so it will be difficult to pre-plan fixed measures, a framework agreement is therefore appropriate. We will procure a Framework Agreement with one contractor who can perform the maintenance work on bridge and wall structures.

The attached quantity description further describes the works that may be relevant with call-offs on the framework agreement.
As part of the contract work, the tenderer shall, in cooperation with the Contracting Authority, perform condition mapping of relevant structures and verify the maintenance measures before start up of the maintenance work.
The economic scope of call-offs on the framework agreement per year is estimated to be more than approx. 12 000 000 NOK excluding VAT. The estimate cannot be considered binding on the Contracting Authority.

Tenderers shall be a legally established company.
Documentation:
— Norwegian companies: Company Registration Certificate;
— Foreign companies: Proof that the company is registered in a trade index or business register as prescribed by the law of the country where the tenderer is established.
Økonomisk og finansiell stilling:
— Statement of the organisation's total turnover for the last 2 available financial years.
— Credit evaluation/rating, not older than 6 months, based on the last known accounting figures. The rating shall be carried out by a publicly approved credit rating institution.
Minste nivå(er) av standarder:
— An annual minimum turnover of 20 000 000 NOK.
— Creditworthy.
Teknisk og faglig kapasitet:
— An overview of relevant building and construction works carried out in the last 5 years, together with attestations of satisfactory execution of the most important works.
— A description of the technical personnel, particularly those who are responsible for the quality control, that the tenderer has at its disposal for fulfilment of the contract.
— A description of the proportion of the contract that the tenderer is considering to sub-contract out.
— An account of the tenderer's environmental control/environmental management system. If a tenderer is certified, a copy of a certificate issued by the certification body shall be submitted.
— A description and submission of actual parts of the tenderer's quality system, with a statement of when it was last updated. If a tenderer is certified, a copy of a certificate issued by the certification body shall be submitted.
— Describe procedures and methods for execution, control and documentation of the works out in the field, including the procedures for internal control and for approval of performed works.
Minste nivå(er) av standarder:
— The tenderer shall have experience with bridge and wall maintenance work of the same nature as described in the requirement specification, and should be able to demonstrate a minimum of three reference projects.
— The tenderer shall have the capacity to simultaneously perform work at a minimum of 3 locations, with a minimum of 2 persons per location.
— The tenderer shall have a satisfactory environmental control system/environmental management system.
— The tenderer shall have a satisfactory quality assurance system.
Kontraktutførelse
Vilkår for kontraktoppfyllelse:
The contractual conditions will be regulated by ‘the Framework for maintenance of bridges and support wall’ and the call-off contracts are regulated by NS8406 Simplified Norwegian building and construction contract and Contracts form.
The framework agreement and contracts form NS8406 are attached.
