The building programme and drawings with the security installations will be sent out to tenderers when we have received a signed self-declaration form for processing drawings and documents.
The work will be carried out in Ullersmo Prison, which is a high security level prison. All involved in the work, both off and on site, must have immaculate conduct. Immaculate conduct is controlled by the police. It is TE's responsibility to offer employees who satisfy this requirement.

There will be strict access control. The routine will involve that all who shall enter the building site must be pre-registered on the overview list, which fulfils the requirements in the Builder's regulations §15. Those not registered on the overview list must have a contact person at the turnkey contractor that provides registration and access control before the person is granted access to the building site. In addition, the requirements for building site cards will be strictly enforced so that no-one is allowed access without showing their valid building site card.

Ullersmo Prison will be in full operation during the construction period. Comprehensive information about the general work times/conditions, will be provided at the site inspection.
It is a prerequisite for the renovation work that the prisoners in billeting buildings D and E are moved out. Work will start in billeting building E. When billeting building E has been completed, the prisoners will be moved from billeting building D to billeting building E. Then the work will start in billeting building D. Due to the logistics of moving the prisoners, there will be an interruption between the work in billeting buildings E and D. (see point 2.4). The prerequisite for this implementation model is that there are available resources for the renovation of prioritised measures in both of the billeting buildings. Alternatively the work must stop after billeting building E.

The progress in the detailed and implementation phase must be coordinated and planned in close cooperation with Ullersmo Prison and Statsbygg. It is a prerequisite that the turnkey contractor contributes actively and positively to the preparation of an agreed progress plan in accordance with the deadlines and premises in the tender documentation.

The turnkey contractor could be given the assignment of assembling mobile fixtures and technical user equipment delivered by the Norwegian Correctional Services (cf. the tender form, point 3.1 options). If the Norwegian Correctional Services take up this option, the work shall be invoiced directly to the Norwegian Correctional Services.

Beskrivelse av opsjoner:
The project is based on an implementation model where options are taken up according to the availability and supply of resources for the renovation.
Options are wanted for prioritised renovation measures in billeting building D, as well as, amongst other things, measures such as service contracts for lifts, drainage, upgrades to raw basements and sun screening in billeting buildings D and E.
Furthermore, option prices are wanted for the assembly of user equipment, mobile fixtures and technical equipment. See the tender documentation for further details on the options.

Vilkår for deltakelse

The tenderer is required to have a legally established company.
Company Registration Certificate, foreign companies are required to have an equivalent certificate in the country where the company is registered, alternatively StartBANK ID.
Out of consideration to the competition situation, documentation of relevant building and site work that contractors carried out more than 5 years ago and engineering design assignments that engineering designers carried out more than 3 years ago, will be considered.

Økonomisk og finansiell stilling:
Tenderers are required to have satisfactory financial implementation ability.
The size of the turnover, seen in relation to the contract value, can be emphasised.
The Norwegian Construction and Property Management Department will carry out a credit rating of tenderers.
Tenderers can, in addition, be asked to submit the auditor confirmed annual accounts, alternatively, state StartBANK ID.
Teknisk og faglig kapasitet:
1./.2. The tenderer is required to have sufficient experience from assignments with comparative value.
1. A description shall be submitted of up to three reference projects with comparative value with information about i.e.:
— the name of the project,
— contracting authority,
— the project's size in m
— type of building,
— the assignment's contract value excluding VAT,
— type of contract (if this is a turnkey contract, if own employees or sub-contractors have planned the project),
— the firm's assignments/role in the project,
— the start-up date and completion date (year) / if not completed — where one is in the project.
2. If the company/companies that shall carry out the engineering design services are not the same as those who carried out the engineering design services in the reference projects in point 1, the engineering design company/companies for RIE, RIV and RIBr who shall carry out the engineering design services, shall document up to 3 reference projects with a transferable value, with the information stated in point 1 above, as well as in which phases the assignments were carried out.

An information meeting and site inspection will be held for all tenderers 6 June, 09:30.
Ullersmo Prison, 2041 Kløfta.
Meet at Statsbygg's barracks outside the main gate of Ullersmo Prison.
The tenderer is encouraged to participate in the information meeting and in any joint inspection of the construction site.
Only up to 3 representatives from each turnkey contractor are allowed to register for participation. The names and national identity numbers of the participants for the site inspection are to be submitted to the Project Manager by 31.5.2017, 15:00. Persons who have not registered in advance will not be able to participate in the meeting/site inspection. Participants must have immaculate conduct and the police will check all those who have registered. During the tender inspection, both Statsbygg and the Norwegian Correctional Service will require a written promise of secrecy from the attendants.
