The Builders Representative should cover the functions of Builders Representative/BHO and SHA coordinator/KU function, hereafter called ‘BHO’. in singular.
The BHO for the project shall be the builder's on-site representative at the construction site and the link between the turnkey contractors in the project and Statsbygg. The BHO shall contribute to the cooperation between the different turnkey contractors functioning well and assist the contracting authority with quality assurance of the turnkey contractor's engineering design services and execution. The BHO shall function as the SHA coordinator and KU for the project. (See the attached performance description for a more detailed description of the assignment.)

The Directorate of Public Construction and Property as received the assignment of preparing and carrying out construction of Agder prison, consisting of two departments. A department with 96 prison places (GFA approx. 11,500 m2 plus outdoor area/perimeter security) shall be located in Mandal and a department with 192 prison places shall be located in Froland (GFA approx. 19,000 m2 plus outdoors area/perimeter security). There will be a parallel development of the two prison departments. This tender invitation concerns BHO for the department that shall be constructed at Froland.

The tenderer is required to have a legally established company.
Company Registration Certificate. Foreign companies are required to have an equivalent certificate in the country where the company is registered, alternatively StartBANK ID.
Økonomisk og finansiell stilling:
Tenderers are required to have satisfactory financial implementation ability. The extent of the size will also be emphasised.
Complete financial statements for the last year, including the audit report, alternatively StartBANK ID.
The Directorate of Public Construction and Property reserves the right to carry out a credit rating of all tenderers.
Teknisk og faglig kapasitet:
1. It is a requirement that the person offered as HSE co-ordinator has qualifications cf. point 2.4.
2. Tenderers are required to have secure implementation ability (capacity).
1. Course certificate for offered personnel.
2. Overview of the number of employees in the company, divided into job categories, alternatively document collaborating partners.

See the tender contest for builder's representative. We are sorry to inform that Statsbygg has decided that the contest shall be cancelled based on the Public Procurement Regulations § 25-4 (1). The received tenders are not covering Statsbygg's requirements for this project. The contract includes a builder's representative services where one person shall cover for builders' representative and a Safety, health and work environment coordinator/KU The Project in Froland is of a considerable size and complexity. The contract also includes special buildings with accompanying functions. High competence and experience is required for the person who shall work as a builder's representative/KU in order to ensure a secure implementation of the project. In this case the various offered candidates are considered not to have sufficient competence and experience for working as builder's representative and working with Impact assessment for this project. Since the submitted tenders does not comply with Statsbygg's requirements for this project, Statsbygg finds it necessary to cancel the tender contest.
