Only up to three representatives from each turnkey contractor are allowed to register for participation. This will mean a net growth of approx. 180 places for the region.

A concept choice review (KVU) was prepared in 2013 on the prison capacity in Buskerud, Vestfold, Telemark and the Agder Counties. The background was that the current prisons in these counties were expensive to run and have a size and location that does not facilitate a crime-free life after the sentence has been served. Furthermore, it became apparent that the need for prison places is increasing. The prognoses worked out for, amongst other things, the White Paper 12 (2014–2015) Development plan for capacity in the correctional services, confirmed the increasing need for prison places.

The quality assurance of the concept choice review in 2013 mostly recommends prison capacity in the Agder Counties. KS1 recommended to construct 300 new prison places in Agder and that the existing prisons in Arendal, Kristiansand and Kleivgrend are phased out as soon as possible, which means a net growth of approx. 180 places.

Due to the current lack of capacity and increasing need for prison places, the project is expected to start as soon as possible. The revised national budget for 2016 granted NOK 15 million for the engineering design services and the aim is that the site can start to be developed in autumn 2017.

JD has given Statsbygg the assignment (cf. chapter 2.4 Project Aim) of establishing two new prisons in cooperation with KDI.

The development shall be based on ‘M2015’ (separate building with three floors, with the ground floor housing activities/school and the 1st and 2nd floors housing cell departments with cells), with the accompanying additional functions and perimeter security. Furthermore, there is a requirement for a minimum of 100 prison places and that an extension for 200 places shall be possible in at least one prison (a decision has been made that this will be Froland). There will be a parallel development of the two prison departments.

The tenderer is required to have a legally established company.

Company Registration Certificate, foreign companies are required to have an equivalent certificate in the country where the company is registered, alternatively StartBANK ID.

Økonomisk og finansiell stilling:

Tenderers are required to have satisfactory financial implementation ability.

The size of the turnover, seen in relation to the contract value, can be emphasised.

The Norwegian Construction and Property Management Department will carry out a credit rating of tenderers.

Tenderers can, in addition, be asked to submit the auditor confirmed annual accounts, alternatively, state StartBANK ID.

Teknisk og faglig kapasitet:

Tenderers are required to have sufficient experience from assignments with a comparative value.

A description shall be provided of up to 3 reference projects in the last 5 years.

1. with a comparable value, with information on, amongst other things:

— the name of the project

— contracting authority

— the project's size in m2 and cost

— type of building

— The assignment's contract value excluding VAT

— type of contract (if this is a turnkey contract, if own employees or sub-contractors have planned the project)

— the firm's assignments/role in the project

— the start-up date and completion date (year) / if not completed — where one is in the project

2. If the company/companies undertaking the engineering design services are other than the executing turnkey contractor (or if the reference projects under no. 1 are not turnkey contracts where employees of the executing turnkey contractor have carried out the engineering design services), the engineering design company/companies who shall carry out the engineering design services shall document up until 3 reference projects with a comparative value, with information as stated in point 1 above, as well as which phases the assignment was performed in.

Due to the current lack of capacity and the increasing need for prison placs, the project is expected to start as soon as possible. The revised national budget in 2016 granted 15 000 000 NOK for the engineering design services and the aim is that the site will start to be developed in autumn 2017.
