to implement a qualification process for tenderers who may be interested in submitting tenders for a general contract for the project.
The project includes security measures of a constructional and technical nature.
The general contractor must, himself, or with sub-contractors, have the competence and implementation ability within the following professions:
— Technical building works.
— Windows with defined security classes (foreign tenderers can be used).
— Technical security, including, amongst other things, shell security, burglary alarms, detection, surveillance and access control.
— Electro professions, including low voltage competence.
— Automation.
— HVAC and sanitation and plumbing work.
The general contractor can reckon on there being a large amount of techncial building work, some electro and ICT work and a small amount of HVAC and sanitation, plumbing and automation.
There will be a lot of work with coordinating and seeing to the interface between the professions and the different contractors. One or several sub-contracts will be transported. Some of the deliveries for the technical building work will have to be procured from abroad.

There can be one or more joint contracts in the project, but this has not yet been decided. Any joint contracts will be within technical security.
In the period from when the contract is signed to the start of construction, there will be work on planning, reviews of the drawings and orders, which will involve key personnel from the contractor.
The contract division will be clarified in the next phase.
The contract costs are estimated to be approx. NOK 100 000 000 excluding VAT in total, divided between several contracts. The general contractor's contract will, thus, be a part of this amount, estimated to 60 000 000 — 100 000 000 NOK, depending on the final number of joint contracts. The amount will be divided between the general contractor's own work, sub-contracts, transported contracts and any joint contracts.

Egnethet til å utøve yrkesvirksomheten:
The tenderer is required to have a legally established company.
Company Registration Certificate, foreign companies are required to have an equivalent certificate in the country where the company is registered, alternatively StartBANK ID.
Økonomisk og finansiell stilling:
Tenderers are required to have satisfactory financial implementation ability.
The size of the turnover, seen in relation to the contract value, can be emphasised.
The Norwegian Construction and Property Management Department will carry out a credit rating of tenderers.
Tenderers can, in addition, be asked to submit the auditor confirmed annual accounts, alternatively, state StartBANK ID.
Teknisk og faglig kapasitet:
Tenderers are required to have experience from assignments of a comparative value to this project.
Experience from work in listed buildings will be an advantage.
A description shall be provided, of approx. 1 A4 page per project, for up to 5 reference projects with a transferable value, with information on, amongst other things:
— the name of the project,
— contracting authority,
— the project's size in m² and cost,
— type of building and project,
— the assignment's contract value excluding VAT,
— type of contract and the content of the work.
— the start-up date and completion date (year) / if not completed — where one is in the project.
