To implement a qualification process for participants who may be interested in submitting tenders for the following consulting assignments:

Framework agreement for assistance with the development of the digital National Museum.

The National Museum would like the museum to renew and improve its digital presence at the same time that new museum is being constructed. This involves designing and developing a new digital platform and a new website, but the stated ambitions are far higher than creating an updated versions of the current system.

The National Museum´s digital presence shall, to a greater degree, be an integrated part of the public´s experience of the museum, in addition to being an extension of the museum out to the public - wherever they are.

The National Museum has, in cooperation with an external consultant, carried out a preliminary project that shall form the basis for a large digital communication project, with the aim of creating the Digital National Museum.

Statsbygg and the National Museum would like assistance with the implementation of the concept, design and development project, which shall give the conditions for the technical delivery of the different services that shall be included in the Digital National Museum.

The main elements in the process will be implementation of:

— needs analysis.

— content strategy.

— concept and design development.

— technical architecture and system.

— develop services, integrate systems, adapt procurements, deploy and maintain.

The tenderer shall work in a flexible process with the contracting authority in order to develop the Digital National Museum. The main result will be a technical flexible platform and a new website, with the accompanying digital services.

Tenderers shall be a legally established company.

Norwegian tenderers:

— Company registration certificate.

Foreign tenderers:

— Confirmation that the tenderer is registered in a trade register or company register in accordance with the law in the country where the tenderer is established.

Økonomisk og finansiell stilling:

The tenderer shall have sufficient financial strength to comply with the contractual obligations.

Credit rating analysis from a certified credit rating agency for the company, based on the last available annual accounts.

The contracting authority reserves the right to carry out a credit assessment. Financial strength is evaluated in relation to turnover, operating profit margin, solidity and liquidity.

Teknisk og faglig kapasitet:

Tenderers shall have general competence, sufficient capacity and experience within performance strategy advice, service design, information architecture, implementation, adaptations, integration, sensor technology and management/maintenance of systems.

A short, general description of the company shall be given, including:

— Overview of the tenderer´s capacity and experience level within the different service areas (see the attached competence/experience matrix).

— An account of the company’s business concept and core competencies related to the scope of the delivery (maximum 2 pages).

— An overview of the company’s history, organisation and ownership, as well as a description of the current business activities (maximum 1 page).

— A concise description of the overall quality assurance system that the supplier will apply in carrying out this contract must be given.

Tenderers shall have good experience from similar deliveries to SSA-S annex 1, which, amongst other things, includes development projects from concept to commissioned system and the further development/management of them.

3-5 references from similar deliveries in the last 5 years, certified by the customer (each reference can be up to three pages).

The documentation shall show the breadth of the tenderer´s competence areas, including:

— Website.

— Mobile systems.

— Integration of services and systems.

— Technical service platform.

— Sensor technology.

— IoT.

— Big data.

It is preferable if the description shows the tenderer's ability to…

… combine established technology with new concepts for public experiences /services.

… manage and maintain systems.

Tenderers are asked to describe their work methodology in accordance with SSA-S call-off 1.

The name and contact information of the customer shall be given for each reference project. The contracting authority has the right to contact the reference customers in order to verify the assignment and its content, as well as other information of relevance, in order to clarify the tenderer´s suitability and ability to deliver results in the assignments.

Objektive kriterier for å velge det begrensede antallet kandidater:

A minimum of 3 and a maximum of 5 tenderers will be invited to submit a tender, provided that there are a sufficient number of suitable tenderers. Before the invitation to submit a tender is sent however, the selected tenderers will be assessed as regards the listed qualification requirements. Tenderers that are not considered to comply with the qualification requirements will be rejected. These participants will therefore not be invited to submit tenders to the contest.
