The Directorate of Public Construction and Property (henceforth also referred to as Statsbygg) requests, in connection with project:

1000501 — SLP — Campus Ås

K241 Special doors and walls.

Deliveries in K241 shall be entirely engineered by the tenderer. This means that the tenderer who is awarded the contract will be responsible for all the engineering design services, planning/coordination, production and assembly.

(1) Deliveries and assembly of special walls, including windows, fixed fixtures, screens and control panels in theatres.

— System walls in theatres and other medical group 2 rooms.

— System walls for infectious areas, gas proof walls.

— Gas proof adjoining walls for autoclaves and through cupboards.

(2) Deliveries and assembly of ceiling systems.

— Ceilings in theatres and gas proof sluices.

(3) Delivery and assembly of special doors.

— Doors with special requirements for density and materials.

Requirement: Tenderers are required to be a legally established company.

Documentation: Company Registration Certificate. Foreign companies are required to have an equivalent certificate determined by the law in the country where the company is registered, alternatively StartBANK ID.

Økonomisk og finansiell stilling:

Requirement: Tenderers shall have sound financial implementation ability. The size of the turnover, seen in relation to the contract value, will be emphasised.

Documentation: The Norwegian Construction and Property Management Department will carry out a credit rating of tenderers.

The Norwegian Construction and Property Management Department reserves the right to ask for the annual accounts with the boards and auditor's reports.

Tax and VAT certificates.

Norwegian tenderers who are awarded a contract shall submit a joint tax certificate (tax, advance tax deduction, attachment of earnings employer contribution) and VAT (Tax certificate).

The tax certificate can be ordered from Altinn. The certificate must not be more than 6 months from the tender deadline.

Teknisk og faglig kapasitet:

Requirement 3.1: Ability to fulfil the contract.

The tenderer's company shall have an organisation and size that ensures implementation within the project's framework.

3.2 Quality assurance.

Tenderers shall have an established quality assurance system.

3.3 Competence and experience.

Tenderers are required to have good experience from assignments with a comparable value to this project, including:

BSL 3. Engineering design services; production and assembly of building systems (including walls, ceilings, doors and windows) for high containment of type BSL3.

Theatres.

Engineering design services, production and assembly of building systems (including walls, ceilings, doors and windows) for fixtures in theatres.

NB! If the elements are not manufactured by the tenderer himself, the element manufacturer shall be considered as a sub-contractor and a commitment statement in addition to documentation showing compliance with the requirement must be submitted.

Documentation: The tenderer's total manpower overview and an organisation plan at company level.

A description of the tenderer's technical personnel or technical units the tenderer has at his disposition to fulfil the contract, regardless of whether they belong to the company or not, especially those responsible for the quality control.

Table of contents and a description of the company's quality assurance system, including routines for quality control for the engineering design services, prefabrication, assembly and testing.

a) A description shall be delivered on approx. 1 A4 side per project for a minimum of 2 and up to 4 reference projects in the last 5 years, for both BSL 3 and theatres, which together cover the requirements in point 3.3, with information on, amongst other things:

— the name of the project.

— contracting authority.

— the project's size in m² and cost.

— type of building.

— classification (BSL3).

— the assignment's contract value excluding VAT.

— type of contract.

— start-up date and completion date (year).

b) Certificate from the contracting authority showing satisfactory execution of the stated reference projects in point a) above. The attestation shall state whether the works have been professionally executed and properly completed. The tenderer's experience shall be assessed during the qualification evaluation. Individual persons'CVs and references will not be requested.
