The purpose of the procurement is to enter into an agreement with a supplier who can deliver a web portal with required functionality for login, submission of forms, management of grant regimes and integrations with third party solutions as well as provide necessary maintenance, support and operation of the web portal during its life cycle.

Norwegian suppliers must submit a tax and VAT certificate.
Foreign suppliers must submit a company registration form that proves it is a legally registered company.
A signed self declaration of good conduct.
Økonomisk og finansiell stilling:
An assessment of creditworthiness issued by a renowned commercial credit reporting bureau.
The assessment must include a creditworthiness degree (rating) of the tenderer — typically indicated by rating code or a short description. The assessment shall include or be attached:
— An explanation of the rating code and the scale of possible rating codes;
— The partial assessments that is the basis for rating;
— Annual turnover.
The assessment should be based on the latest annual accounts, and must not be issued later than 6 months prior to the deadline for receipt of request for participation in the competition/tenders. The date of issue must be marked on the assessment.

Good economic and financial capacity, including an annual revenue higher than 3 000 000 NOK and a credit rating grade (rating) which is satisfactory compared to the the scope and duration of the contracts.
Teknisk og faglig kapasitet:
A description of the supplier‘s quality assurance system/ — management system or copy of a certificate issued by an accredited certification body or equivalent documentation.
Minste nivå(er) av standarder: The supplier must have sufficient good routines for quality assurance.
