For The Directorate of Public Construction and Property the WAN communication lines currently consist of line types such as ADSL, fibre and dark fibre with different services and capacities. The lines to be leased through this competition must be able to replace the lines we currently use, and integrate in our existing ICT environment that is described in more detail in the sections below. More detailed overview of the current locations etc. will be sent out together with the tender documentation.At the head office in Oslo, 4 locations are terminated/connected in an IPVPN. The locations are distributed over 4 towns, (Tromsø, Trondheim, Bergen and Porsgrunn) outside of Oslo. In Oslo there are 2 locations that are located as follows: The main office (primary location) and Backup location (secondary location).These 2 locations are connected with dark fibre. All lines and routers/switches in the WAN network are currently hired from Kvantel AS. It is noted that The Directorate of Public Construction and Property intends to move the data/server room at the primary location to a new location in the Oslo area.At the Head Office (Biskop Gunnerusgate) and Backup location (central in Oslo) the following telecommunication circuits are terminated:— IPVPN The Directorate of Public Construction and Property: 1 Gbit.— IPVPN Property Network: 10 Mbit.— IPVPN Property Network test location 4 Mbit.Internet Access, The Directorate: 1 Gbit.— Internet Access Guests: 200 Mbit.— Redundant dark fibre in separate driving road between The Main Office and the Back-up location.We have approx. 200 locations with MPLS/IPVPN lines that are in operation between the properties, main office and against service tenderers. We call these lines Property Network. This network is used for technical operation and our building. Critically important office equipment, management systems such as central operations control (Central Processing System), fire warning, lifts, emergency lighting, EEA agents, backup power supply and UPS etc. are connected to the Property Network. Some of the lines are established via Uninett in the agreement with the current tenderer, and it is desirable that these lines can be transferred to Uninett with new suppliers.The nationwide main supplier is responsible for all of the locations (including Svalbard). In addition, the tenderer must be able to deliver equivalent lines and services by establishing outer locations in the future. It shall be possible to use new and more effective/future orientated technology that will come on the market during the agreement period.The tenderer shall fill all maintenance and servicing on the deliveries. Further scope and conditions for the performance follow the standard Government contract — The Operations Contract: Agreement on the purchase of operational services.

The tenderer is required to have a legally established company.
Company Registration Certificate, foreign companies are required to have a corresponding certificate as prescribed by the laws of the country where the company is registered.

Tenderers are required to have satisfactory financial implementation ability.
The extent of the turnover will also be emphasised.
Tenderer shall provide a credit rating from an approved credit rating agency including the entire report with 3 years accounts and auditor reporting. The credit rating must not be more than 6 months when calculated from the deadline for submission of tender offers.

Capacity and Competence:
The tenderer shall have secure implementation ability and suitable staffing to execute the assignment.
Report of up to 2 A4-pages, as well as filling out Annex 1.
— The company's and any sub suppliers, professional competence within the WAN area — communications lines.
— Availability on the countrywide Respectively in Nord-Norge [North Norway](including Svalbard), Midt-Norge [Central Norway], Vestlandet [Western Norway], Sørlandet [South Norway and Østlandet [Eastern Norway] including the Oslo region), with indication of where (geographically) the technical personnel are located. NB: There should be no indication of which persons shall be offered and CVs are not be submitted.

If using sub-contractors, it must be clarified if the resources are from the main tenderer or sub-tenderer.

References:
The tenderer shall have good experience from assignments with a transfer value/experience from assignments with comparable value to this contract.
References from nationwide deliveries will be be particularly emphasised.

— The company's 3 most important deliveries/contracts that are comparable with The Directorate of Public Construction and Property's needs during the last 5 years, including information about:
— name of the Customer including telephone number of the contract person;
— date;
— value/scope;
— delivered products/solutions and services;
— description of the number of locations and geographical distribution.
Tenderer should fill out Annex 2:
The Directorate of Public Construction and Property retains the right to contact references.
Ethical requirements:
Tenderer shall have a system for monitoring their supplier chains with regard to compliance of labour rights pursuant to key ILO conventions.
Tenderer shall account for how ethical contract requirements (CoC) are followed up in their supplier chain(s) and describe their own system for how one monitors their sub-suppliers compliance of ethical and social requirements.
Environment:
Tenderer shall have an environmental management system.
— Certificate for the company's environmental management system issued by independent bodies which certify that the tenderer fulfils certain quality assurance standards, for example ISO 14001.
The Contracting Authority will also accept other documentation which shows that the tenderer has equivalent quality assurance measures. As a minimum, a general description of the system's content, including an overview of inspection plans and check-lists that are relevant for this contract, must be submitted.
