W&S plant Furusjøen — Documentation for pre-qualification application

Nord-Fron kommune (Nord-Fron municipality)

Nord-Fron kommune, hereafter called the Contracting Authority, shall execute a competition with negotiations regarding the expansion of the water and sewage plant at Kvamsfjellet, Nord-Fron kommune.
The scope of works includes the pipeline network, complete waste water pumping stations and the base of the water boosters, including engineering design of these installations.
The installation/pipeline network shall be established amongst the existing recreational properties, and connected to those who have registered interest.
The plant shall firstly serve approx. 160 new subscriptions/cottages, and will be facilitated to serve approx. 500 subscriptions in the future.
The plant will i.a. include:
— -15 000 lm pipeline ditch and approx. 7 150 lm private pipeline ditch, where most of the ditches have a minimum of 2 pipelines.
— 3 Complete sewage stations and three buried shafts/bases for future water supply booster stations.
The sewage plant shall mainly perform as a pressure sewer system where the subscribers shall connect to the municipal sewers/pumping mains. The sewage plant shall be executed so that it facilitates for this.
Electricity shall be carried in parts of the area and possibly cable conduit for broadband.
An option on an operational agreement of two years shall be given after the acquisition.
The start of the contract will be winter/spring 2017, and the works are planned for completion in December 2018.
The water supply installations consisting of water intake at Furusjøen, water treatment plant, an elevated basin and three pressure boosters will be executed in a separate contract that will be executed parallel to this contract.
The assignment shall be carried out as a turnkey contract. NS 8407:2011 applies as contract terms. General contract terms for turnkey contracts with the corrections in the tender documentation for the tender offer.
Subject to final financing and municipal council's approval of the total project. If a solution is not found, the competition must be cancelled.
Competition participants are responsible for their own costs related to pre-qualification and the tender.
Procurement Procedure.
The procurement is in accordance with the Public Procurement Act and the Public Procurement Regulations (FOR-2006-04-07-402). The procurement is over the threshold value and Part I and part III of the Regulations will be used.
This procurement is carried out as a limited tender competition with negotiations. The competition will be executed in 2 distinct phases:
Stage 1: Qualification and selection:
— -sending of the qualification documentation (this document);
— Application for qualification from interested tenderers;
— selection of three (3) (if there are at least three) and a maximum of 5 tenderers who will be invited to submit tender offers.
Stage II: Competition with negotiations.
— -Sending of the tender documentation for tender offers to the qualified tenderers;
— Tender offers from suppliers;
— negotiations;
— submission of corrected (final) tender offers;
— evaluation;
— awarding of contract.
Site inspection and information meeting.
A site inspection will be held at Kvamsfjellet, Tuesday 11 October, 12:00, meeting at the barrier to Peer Gynt farm track (Bjørgebu).
Note! Due to the time of year, the inspection will be held for all interested suppliers prior to the selection of tenderers to submit tender offers.
The Contracting Authority will keep minutes, which will be distributed to/made available for all interested parties.
Selection in Stage I.
In their application for pre-qualification, the tenderer shall describe and document their qualifications.
As long a there is a sufficient number of qualified applications, the Contracting Authority will select a minimum of 3 and a maximum of 5 tenderers. If there are less than 3 tenderers who are assessed as qualified, the Contracting Authority can decide whether they will progress or cancel the competition.
Selection will be based on the ‘best competence principle’. The Contracting Authority will review the submitted documentation for each of the qualification requirements. Applicants who do not meet the qualification requirements will be rejected from further participation in the competition. Responses to the requirements will form the basis to perform evaluations of who is deemed to be pre-qualified.
