Voluntary announcement of Procurement of study concerning treatment of spent nuclear fuels

The Ministry of Trade, Industry and Fisheries wishes to enter into an agreement with a consultancy company with competence in the treatment, storage and disposal of radioactive wastes, with particular emphasis on spent nuclear fuel.
The subject of the agreement concerns spent nuclear fuels consisting of either metallic uranium or uranium dioxide fuel clad in aluminum. The main objective will be to perform a study to investigate whether (i) it is feasible to directly dispose of such fuels in a repository or (ii) there exist alternatives to reprocessing using the PUREX process to stabilize the fuels such that they can disposed of in a repository. Any such alternatives recommended should be proven and technically mature.

Documentation requirement:
— Certificate that confirms that the bidder has fulfilled its obligations regarding payment of taxes, social securities and VAT. The certificate must be no more than 6 months old. The certificate can be ordered from the Internet page to the Norwegian tax authorities or from the tax collector. The certificate is approved electronically, and hence it is not signed. For more information, see www.skatteetaten.no. The certificate shall be attached the offer in accordance with the disposition in the tender document.

— As documentation a credit rating with key figures from a recognized credit rating agency, or other type of documentation that the requirements above are met, must be presented in the proposal.

— Relevant deliveries within the last 3 years. By relevant deliveries, the awarding authority means technical studies related to one or more of the following: storage, conditioning, processing and disposal of spent nuclear fuel, with emphasis on research reactor fuel.

The Ministry of Trade, Industry and Fisheries would therefore like to procure a report on possible alternatives to PUREX re-processing to make the fuel stable for storage. The report shall examine whether it is possible to deposit the fuel directly and whether there are other processing forms than PUREX. The proposed alternatives must be tested and technologically mature.
