Sandefjord kommune (Sandefjord municipality)

Vestfold Public Procurement Cooperation (VOIS) intends to enter into framework agreement on Food articles for the participants. The framework agreement is divided into 2 groups: Group 1 — Groceries, Group 2 — Berries, fruit and vegetables includes potatoes. Contracts will be signed with 1 supplier for each group. Refer to the tender documents for further information about participating in the 2 groups. The University College of South-East Norway only participates with Vestfold Campus in Horten kommune.

Sande kommune has the option to join the framework agreement:

Several municipal merges are planned in Vestfold during the agreement period:

— The municipalities of Andebu, Sandefjord and Stokke shall merge from 1.1.2017. The area of Vear in Stokke kommune will be transferred to Tønsberg kommune from the same date. The name of the municipality will be Sandefjord kommune.

— The municipalities of Lardal and Larvik shall merge from 1.1.2018.

— The municipalities of Nøtterøy and Tjøme shall merge from 1.1.2018. The name of the new municipality will be Færder kommune.

— The municipalities of Hof and Holmestrand shall merge from 1.1.2018. The name of the new municipality will be Holmestrand kommune.

There may also be other merges in the period.

The following applies during the framework agreement:

— The municipalities that merge together cease to exist and will leave the contract without a notice period.

— The new (combined) municipality/municipalities have the option to join the agreement.

— If 1 municipality is divided, the relevant geographical areas will be included in the framework agreement if the new municipalities participates in this. If a geographic area (for example Vear) transfers to a municipality that is outside of the framework agreement, the geographical area shall leave the contract from the point in time where it is transferred to the new municipality.

About the Qualification Requirement: Norwegian tenderers shall enclose a certificate tax and VAT. The certificate shall be within the tender deadline expiry and shall not be more than 6 months old calculated form the tender deadline expiry. The tenderer must not have substantial arrears. Any arrears must be justified separately.

Foreign tenderers must submit proof that the company has fulfilled its obligations regarding the payment of social security contributions and duties in accordance with the legal provisions in the country where the tenderer is established, or in Norway. A certificate issued by the relevant authority in the tenderer's home country will be seen as adequate. When the tenderer's home country does not issue such documents or certificates, they can be replaced by a declaration given by a legal or administrative authority, a notarius publicus (notary) or other competent authority in the home country.

— Tax and VAT certificate:

About the qualification requirement: The Contracting Authority requires the tenderer to have a legally established company. Norwegian companies: Company registration certificate from the Register of Business Enterprises.

Foreign companies: Proof that the company is registered in a trade or business register as prescribed by the law of the country where the tender is established.

Økonomisk og finansiell stilling:

About the Qualification Requirement: The tender is required to have sufficient solidity so that it has the financial capacity to execute the agreement. The following will be subject for evaluation: The tenderer's solidity, liquidity and financial ability to fulfil the contract and carry any loss on the relevant contract and other contracts. The Contracting Authority retains the right to collect further information that is considered necessary to assess the tenderer's economic and financial position.

— Presentation of the company's Annual Financial Statements (last Annual Financial Statement submitted to the Brønnøysund Register, incl. auditor's report). In order to substantiate the qualification requirement, the tenderer should attach the most recent accounting figures. The above figures must be signed/confirmed in writing by the auditor.

— Newly established businesses must submit a recent financial printout signed by the auditor.

— If using sub-contractor(s) (additional supplier, wholesaler, subsidiary companies, etc.), approved Annual Financial Statements in-line with those of the main supplier must be submitted.

Teknisk og faglig kapasitet:

Group 1 — Groceries:

About the Qualification Requirement: The tenderer shall have good experience and good references from equivalent agreements/assignments (size and complexity), and at least 3 years experience with portfolio management for equivalent customers.

List of the most important deliveries in Norway during the past 3 years, including information about value, date and reference (name, telephone and email). The deliveries shall include portfolio management.

If using sub-contract(s) (additional suppliers, wholesalers, subsidiary companies, etc.) for the execution of the assignment, references should be given comprising deliveries from the relevant sub-contractor(s).

The Contracting Authority will contact a selection of the references of their own assessment.

The Contracting Authority retains the right to also contact other references than those supplied by the tenderer. Such reference can be obtained from persons from the VOIS general office and employees at the participants in the VOIS cooperation, and who have experience with the relevant tenderer. These references will answer the same questions that the references the tenderer provides. The content of the references will be written in an appropriate manner.
