If the tender is submitted in person, this is to be done at Sandefjord City Hall reception. The reception closes each day at 15:30. The Contracting Authority accepts tender offers that are documented as submitted to the Post or equivalent on Monday, 30.5.2016, if these are in the hand of the Contracting Authority at the latest 3 business days after the stated tender deadline. Tenders that are sent via post or equivalent will be rejected if the tender offer arrives at the recipient more than three (3) business days after the stated tender deadline. Tenders that arrive too late will be rejected.

Beskrivelse av opsjoner:
Municipal Merges:
Several municipal merges are planned in Vestfold during the agreement period:
— The municipalities of Andebu, Sandefjord and Stokke shall merge from 1.1.2017. The area of Vear in Stokke kommune will be transferred to Tønsberg kommune from the same date. The name of the municipality will be Sandefjord kommune;
— The municipalities of Lardal and Larvik shall merge from 1.1.2018;
— The municipalities of Nøtterøy and Tjøme shall merge from 1.1.2018. The name of the new municipality will be Færder kommune;
— The municipalities of Hof and Homestrand shall merge from 1.1.2018. The name of the new municipality will be Holmestrand kommune.
There may also be other merges in the period.
The following applies during the framework agreement:
— The municipalities that merge together cease to exist and will leave the contract without a notice period.
— The new (combined) municipality/municipalities have the option to join the agreement.
— If 1 municipality is divided, the relevant geographical areas will be included in the framework agreement if the new municipalities participates in this. If a geographic area (for example Vear) transfers to a municipality that is outside of the framework agreement, the geographical area shall leave the contract from the point in time where it is transferred to the new municipality.

1.5. Users with the right to utilise VOIS framework agreements:
Inter-municipal company, church organisation and other public organisations should be able to use the VOIS agreements, and therefore has the right to join this agreement at a later time. This is listed on: www.vois.no
Options:
The individual participants in the framework agreement can at any time during the contract period choose to use the options or choose to not use the options.
No Requirements:
22 Electrical power with guarantee of origin.
Tenderer should be able to offer electrical power with guarantee of origin from renewable sources.
It is up to the individual participants to utilise the possibility of purchasing electrical power with a guarantee of origin.
Any additional cost/mark-up for handling of guarantee of origin shall be given in cents per kWh. The additional cost (mark-up) is fixed during the agreement period.
23 Transferring of consumption values.
Until Elhubs comes into operation, the tenderer shall make available (for those participants who want it) the consumption values in the form of an EDIEL file on MSCONS format to a determined email address at least 1 time per week, possibly in another manner agreed directly with the individual participant. The sent values shall be a maximum of 1 week old.

When Elhubs is in operation, equivalent data shall be sent based on full cost.
Any mark-up/cost shall be specified on regular monthly invoice, i.e. that individual invoices shall not be sent for this.

The Contracting Authority requires that the tenderer has a legally established company.
Norwegian companies: Company registration certificate from the Register of Business Enterprises.
Foreign companies: Proof that the company is registered in a trade or business register as prescribed by the law of the country where the tender is established.

Økonomisk og finansiell stilling:
The tenderer is required to have good economic ability to execute the agreement.
The Contracting Authority retains the right to collect further information that is considered necessary to assess the tenderer's economic and financial position.
— Submission of last years approved accounts (annual report to The Brønnøysund Register Centre, including the auditor's assessment).

Teknisk og faglig kapasitet:
Experience from equivalent assignments:
The tenderer shall have good experience and good references from equivalent agreements/assignments (size and complexity), and at least 3 years experience with portfolio management for equivalent customers.
List of the most important deliveries in Norway during the past 3 years, including information about value, date and reference (name, telephone and email). The deliveries shall include portfolio management.
The Contracting Authority will contact a selection of the references of their own assessment.
The Contracting Authority retains the right to also contact other references than those supplied by the tenderer. Such reference can be obtained from persons from the VOIS general office and employees at the participants in the VOIS cooperation, and who have experience with the relevant tenderer. These references will answer the same questions that the references the tenderer provides. The content of the references will be written in an appropriate manner.

Contractual relationship to Nasdaq OMX Nordic electricity.
The Contracting Authority shall not have any relationship with Nasdaq OMX Nordic electricity, and the tenderer shall therefore be in a position to carry out financial and physical trade on Nasdaq OMX Nordic electricity.
Copy of distributive license and documentation of tenderers contractual relationship to Nasdaq OMX Nordic electricity.
Conduct:
The tenderer shall not be legally convicted for participation in a criminal organisation, corruption, fraud or laundering of money. Following a legal judgement the tenderer should not be convicted in criminal offences regarding professional conduct.
