The contract UUT25 Arna station is a part of a new double track between Arna station and Bergen, which includes alterations to Arna station.
UUT25 is mainly a ground and construction contract that does not include technical railway disciplines, but has a lot of work close to operative tracks.
As the upgrading work shall be carried out at the same time that the complete train timetable is operative on the Bergen railway, UUT25 is divided up into two main phases.
Arna station will mainly be split into two parts, called Kirkesiden and Sjøsiden, so that there are areas to work in that are free of traffic.
Other contracts will be ongoing at the same time in both of the main phases, so coordination and cooperation will be important.
There will be a long break between the two main phases, during which rigging must be taken down and the area must be vacated in order to make room for other contracts. Technical railway work will mostly be carried out then.
The main work in UUT25 is:
— Alterations to the existing station building
— New ramps and stairs
— New passenger culvert that crosses the entire track area
— Expansion of the existing Storelva culvert, which also crosses the entire track area.
— New tunnel portal over the existing tunnel
— Re-establishment of Reinaneveien
— Replace a temporary bridge on the E16
— New technical building
— Re-establish the bus terminal

— Excavation, removal of matter: 54 000 m3
— Supplemented matter 46 000 m3

Requirement:

Tenderer(s) shall be a legally established company and registered in accordance with the current laws and regulations.

Documentation:

— Company Registration Certificate

— For Foreign companies: Proof that the company is registered in a trade or business register as prescribed by the law of the country where the tenderer is established.

The company shall have its tax and duty payments in order.

A tax and VAT certificate shall be enclosed.

The certificates must be no more than six months from the deadline for receipt of tenders. The enclosed tax and VAT certificate shall not show any arrears.

Foreign tenderers shall submit equivalent certificates.

All companies who have signed a commitment statement shall also present a tax and VAT certificate equivalent to the tenderer's requirement.

Foreign tenderers shall, instead of the above, enclose certificates issued by the relevant authority in the tenderer's home country, which confirm that the tenderer has fulfilled his obligations regarding the payment of taxes and duties in accordance with the legal provisions in the country where the tenderer is established, or in another document this.

Certificates in languages other than Norwegian, Swedish, Danish or English must include a certified translation to Norwegian from an independent translator.

Tenderers shall confirm that they comply with the Norwegian National Rail Administration's commitment to social responsibility (CSR) and anti-corruption, and that no minor offences have been committed as regards the conditions mentioned in the Public Procurement Regulations §§ 11-10 and 20-12 in the last five years, which could influence the fulfilment of the contractual obligations.

Requirements if sub-suppliers are used: If a tenderer will use sub-suppliers, documentation must be submitted that confirms that the sub-supplier fulfils the set qualification requirements that are relevant for the execution of the sub-contract.

The Norwegian National Rail Administration will only accept two links of sub-suppliers.

Tenderers can use other suppliers to fulfil the qualification requirements ‘Requirement for economic and financial standing’ and ‘Requirement for technical and professional qualifications’.

If a tenderer will use other suppliers to fulfil a qualification requirement, a commitment statement must be presented from this supplier.

A description shall be enclosed of what work will be carried out by sub-suppliers.

Apprentice scheme

Certified as a teaching company by the county or equivalent certified and documented scheme in the tenderer's country.

Tenderers shall have a documented and well-functioning quality system such as NS-EN ESO 9001 or equivalent.

—A general description must be given of the system's content, including an overview of inspection plans and check-lists that are relevant for this contract.

— A copy of a NS-EN ISO 9001 certificate or equivalent, issued by a public quality assurance institution.

Tenderers shall have a documented and well-functioning internal control system that also includes safety.

An account of the tenderer's internal control system, which shows how safety is taken care of as regards persons, material and surrounding infrastructure.

Tenderers are required to have an economic and financial standing that gives the contracting authority confidence that the tenderer will be financially viable throughout the entire contract period.

— Tenderers shall have positive equity.

— Tenderers must document the turnover in the last 3 years.

— The assignment should not make up more than 50 % of the annual turnover.

Requirement:

Tenderers shall have a separate function in the company with responsibility for safety.

Tenderers shall have a documented safety target and measurement of achievement.

Tenderers shall have a separate training programme for personal safety.

Documented programme for training in personal safety and execution.

Tenderers shall understand the Norwegian National Rail Administration's safety policy and targets.

Completed and signed ‘Self-Declaration Safety Policy and Targets’.

Tenderers are required to have an environmental management system that fulfils the requirements in ISO 14001 or EMAS, or fulfil equivalent requirements.

— Tenderers shall enclose valid certificates from third party verified systems. Miljøfyrtårn, ISO 14001, EMAS).

— Tenderers shall submit a description of their environmental management system, which explains how it fulfils the requirements in ISO 14001 or EMAS.

For example, a document that shows consistency between NS-EN ISO 14001:2004 and the organisation's management system.

Tenderers shall have competence and experience from equivalent deliveries and shall have carried out assignments of the same nature, complexity/degree of difficulty and extent/size.

Tenderers must have access to personnel who are certified as Manager for Electricity Safety and an available 2nd person.
