The contracting authority for the procurement is the University Hospital of North Norway.
The contract is a hire contract/leasing contract for an extension to the ongoing development project ‘UNN HF PET-centre’, which is under construction. The extension will consist of three storeys built on the top of the PET-centre. Particular attention is drawn to the fact that the extension shall be carried out at the same time as the construction of the PET-centre and the project is calculated to be completed at the same time as the PET-centre. The extension shall be integrated in the PET-centre so that all the technical systems etc. have seamless transitions between the PET-centre and the three new floors above.

The tenderer and his contract partiers are required to operate their activities in accordance with Norwegian laws and regulations. Documentation: — Tax certificate, not older than 6 months — VAT certificate, not older than 6 months. The tenderer and his contract parties must be legally registered and they must fulfil all the legal requirements in Norway within health, the environment and safety. Documentation: — Company registration certificate and a signed HSE self-declaration in accordance with the Public Procurement Regulations.

Økonomisk og finansiell stilling:
The tenderer and his contract parties are required to have satisfactory solidity and the finances to fulfil this project. Documentation: — The companies' last 3 annual reports and the annual accounts (auditor approved) and any recent information that is relevant for the company's accounting figures, this also applies to sub-suppliers. The contracting authority reserves the right to obtain a credit rating of all the offered actors.

Teknisk og faglig kapasitet:
The turnkey contractor and architect who are offered shall have sufficient competence to carry out the construction project. Documentation: — The turnkey contractor and his architect shall document competence equivalent to central certification in accordance with the Planning and Building Act (1997) in SØK, PRO, UTF, KUT in development class 3 for ‘Buildings and Installations’ and ‘Site, Constructions and Installations’, or more recent certification in (2010) SØK development class 3, General Responsibility for PRO and UTF development class 3. § 13-5 (2)a and (3) a. If the companies do not have central certification, they must substantiate that they will achieve local certification in the same categories as for central certification.

The offered turnkey contractor and architect are required to have sufficient experience with engineering design services for and the construction of equivalent projects of a relevant size and complexity. These shall have fulfilled Norwegian laws and regulations. Documentation: — The turnkey contractor and his architect shall submit a reference list for their company for the last 5 years, with information on experience from equivalent construction projects with Norwegian building rules and regulations, the reference list is to include information on the project, including information on the builder and reference persons, execution period and the number of storeys, the contract's value and the tenderer's role.

The offered turnkey contractor must have sufficient capacity and implementation ability for the construction of the storeys on the building in accordance with the description. Documentation: — The contractor shall document capacity in ongoing and planned projects, within our estimated project period. We request documentation on sufficient manpower, financial ability and other supporting information that the turnkey contractor deems necessary.
