Buildings B and E at Åssiden 6th form college in Drammen shall be altered. The assignment shall be carried out as a turnkey contract.Building B has a BYA of approx. 2 150 m2 on the ground floor. There is a basement under parts of the building with BYA approx. 420 m2, otherwise a low-ceiling basement. There are problems with surface water in the basement when there is heavy precipitation. The basement is to be upgraded with new technical installations and general redecorating of the existing surfaces.The ground floor is to be completely renovated. A new technical room is to be constructed on the roof, the main stairway is to be continued up to the 1st floor. The roof shall be insulated and recovered. The windows shall be replaced with new windows with a better u-value. New technical installations and mobile fixtures.Building E is 4 470 m2, divided between a lower ground, ground and 2nd floors.The building consists of workshop halls in steel as well as a teaching wing with classrooms in concrete and brick constructions. The building shall be completely renovated, with the exception of parts of the workshop hall. A new stairway with a lift shall be constructed from the lower ground floor to the 2nd floor.New external escape stairway, new covers and walkways in the 1st floor workshop halls.The windows in the classroom block shall be replaced.The roof shall be insulated and re-covered and the existing skylights shall be replaced.An option is wanted for new windows with a better u-value in the workshop part.New technical installations and mobile fixtures, see the description in the separate parts.Internal demolition was carried out in both buildings autumn 2015. Holes shall be made in the outer walls for the existing contract T02, as well as supplementary demolition, which has not already been carried out.

Requirement 1: Tenderers shall have their tax and VAT payments in order.
Documentation requirement:
Requirement for a certificate of paid tax, social security contributions and VAT in accordance with the public procurements regulations § 8-7 to be enclosed with the tender offer. The certificate must not be more than 6 months from the deadline for receipt of tenders.

For foreign tenderers: Certificates issued by the competent authority in the member country, confirming that the tenderer has met their obligations with regard to the payment of taxes, social security contributions and VAT in accordance with the legal requirements in the home country of the tenderer/contractor (refer to the Chief Municipal Treasurer to have the certificate issued). The certificate must not be more than 6 months from the deadline for receipt of tenders.

Requirement: The company shall be legally registered.

Requirement 3: Tenderers must have the financial capacity to fulfil the contract.
Sufficient financial capacity in this project means a minimum of credit rating A (credit worthy).
Documentation requirement:
The contracting authority will conduct an assessment of the tenderer's finances through the company and accounts information system AAA Soliditet AS/Bisnode credit. Tenderer do not, therefore, need to enclose documentation here, but can submit other documentation that they believe is relevant. The contracting authority reserves the right to obtain supplementary information on the tenderer's finances.

Teknisk og faglig kapasitet:
Requirement 4: Tenderers shall have sufficient technical and professional qualifications to fulfil the contract.
Documentation requirement:
Tenderers shall enclose documentation confirming that they have central certification for the work in question, alternatively documentation that shows that the tenderer has equivalent qualifications for the work in question. The work will require certification in development class 2 for all disciplines for the applicant, engineering design and execution.

Requirement 5: Tenderers shall have a quality assurance system/management system.
Tenderers shall enclose documentation of the company's quality assurance/management system in the form of a certificate for the company's quality system/management system issued by independent bodies that confirm that the tenderer fulfils certain quality assurance standards, for example, ISO 9001.

The Contracting Authority will also accept other documentation which shows that the tenderer has equivalent quality assurance measures. Here as a minimum a general description of the contents of the system including an overview of control plans and check-lists that are relevant for this contract shall be provided.

Requirement 6: Tenderers shall have sufficient capacity and implementation ability.
Documentation requirement: Tenderers shall enclose a statement of the tenderer's average workforce and the number of employees in the administrative management in the last 3 years.
An account shall be given of how the tenderer will ensure sufficient capacity for this assignment by enclosing a staffing plan for the assignment that shows the number of own employees, hired and planned sub-contractors.
