In autumn 2015 Vest-Agder county procured the old Kristiansand iron foundry in Dalaneveien 51 in Kristiansand municipality (title no/cadastral no 151/393), with the intention of establishing a new central bus facility for the Kristiansand region. Parts of the adjoining property title no/cadastral no 151/1 will also be included in the construction area. The bus station shall be rented out to future bus operators for the Kristiansand region, starting 1.7.2018.
The site will have access via the existing exit from Dalanevegen at the southern end of the property.
As a starting point the project shall be based on the tender documentation, including the annexes stated in the table of contents.
A bus facility shall be constructed in the turnkey contract for a total of 150 buses, with possible expansion options to 190 buses. The facility consists of an office and workshop building, which includes office areas for the bus operator, driver facilities, bus cleaning and a bus workshop, with the accompanying support functions.

Tenderers are required to be a legally established company: Company Registration Certificate.
Foreign companies: Registration certificates in professional registers as determined by legislation in the countries in which the tenderer is established. The documentation shall, as a minimum, state: The company's name, registration number and business address, who can act on the company's behalf/bind the company.

Økonomisk og finansiell stilling:
Tenderers must have the economic capacity to carry out the assignment/contract and be credit worthy.
Auditor approved accounts for the last 2 years. If a tenderer has further information that ought to be taken into consideration, this is to be enclosed.
The company's most recent Annual Report as well as description of any conditions from the current financial year which are of importance for the accounting figures.
VAF will carry out a credit rating of all tenderers. A low score, equivalent to low or no credit worthiness, on such a credit assessment/rating can lead to a tenderer being disqualified. Experian AS is used for such analyses.
Teknisk og faglig kapasitet:
Documented solid technical and professional qualifications are required, including the tenderer having sufficient capacity and experience to carry out assignments of this size and complexity.
A description of the tenderer's technical personnel or technical units the tenderer has at his disposition to fulfil the contract, regardless of whether they belong to the company or not, especially those responsible for the quality control.
A statement of the tenderer's average workforce and the number of employees in the administrative management during the last 3 years.
Information on the education and professional qualifications of the tenderer and the company's administrative leadership.
Presentation of at least 3 assignments of an equivalent size and complexity that the tenderer has carried out in the last 5 years.
The capacity to carry out the assignment:
Must be documented with a self-declaration for the assignment. Tenderers will be obliged to provide the necessary resources (including any engineering design services, sub-suppliers, etc.) to carry out the assignment in accordance with the provided progress and amount of work. To be ticked off in the tender form.

A copy of the system certificate issued by an accredited certification body or equivalent documentation.
If a certificate cannot be presented: an account of the tenderer's quality system. Concerns progress, quality assurance work and HSE. Maximum 2 x A4.
An account of the tenderer's environmental management system.
Tenderers must document that an environmental management system has been established, which at least contains routines for addressing the following elements:
— System for the company's environmental targets and environment policy;
— Competence strategy for the environment;
— Procedures for the provision of the service in an environmentally appropriate manner;
— State whether the company has any form of environmental certification (ISO 14001, Miljøfyrtårn, EMAS, etc.);
— Also state other conditions that are of importance for the environmental assessment.
