The contracting authority would like to enter into a contract for the treatment and transport of garden waste.
The assignment will consist of the following:
— Regular milling of received garden waste in the contracting authority's area.
— Received Christmas trees are to be milled in January/February.
— Loading the milled matter.
— Transporting milled matter from the contracting authority's area.
— Composting milled matter at certified facilities. The way that the garden waste is composted shall ensure that blacklisted seeds do not survive the process.

Egnethet til å utøve yrkesvirksomheten:

4.1 Mandatory requirements

Applies to all Tenderers and for work that shall be carried out in Norway.

Qualification requirement: Tenderers shall have their tax and VAT payments in order.

Documented by: A certificate for tax and VAT. The certificate must not be more than 6 months old when calculated from the deadline for receipt of tenders. Any arrears or other irregularities must be justified. Foreign tenderers must provide certificates from authorities equivalent to the Norwegian ones

Qualification requirement: Tenderers must vouch for the fact that their company works systematically to comply with health, environment and safety legislation.

Documented by: A signed Annex 3 HSE self-declaration form. The declaration must not be older than 3 months calculated from the deadline for receipt of tenders.

4.2 Organisational and legal position

Qualification requirement: Tenderers shall be a legally established company.

Documented by: A company registration certificate for Norwegian companies. Foreign companies: Proof that the company is registered in a trade or business register as prescribed by the law of the country where the tenderer is established. The certificate must not be older than 12 months from the tender deadline.

4.3 The company's financial and economic standing

Qualification requirement: Tenderers must have the financial capacity to fulfil the assignment/contract. Tenderers are required to be credit worthy and have satisfactory liquidity and solidity.

Documentation:

— Credit evaluation/rating, not older than 3 months, based on the last known accounting figures. The rating shall be certified by a publicly certified credit rating institution.

— Annual report for 2015 including the auditor's notes.

If a tenderer is a newly started company that does not have the requested documentation, a detailed account shall be enclosed of the company's financial situation and of how the tenderer shall ensure financial strength to fulfil the assignment.

Teknisk og faglig kapasitet:

4.4 Technical and professional qualifications

Qualification requirement: A good and well-functioning quality assurance system is required for the services that shall be provided.

Documented by: Documentation of the quality assurance system. An account of the tenderer's existing routines and documentation that the requirement for a quality assurance system/management system applicable for the assignment is covered. If this is described in the tenderer's quality assurance system in accordance with ISO 9001 or equivalent, documentation of this can be enclosed.

Qualification requirement: Tenderers are required to have, or be willing to implement, an environment management system.

Documented by: Documentation of an environment management system. Copies of any certificates, such as ISO 14001, EMAS, Miljøfyrtårn or equivalent, are to be enclosed. If a tenderer does not have an environment management system, the tenderer must be willing to implement one within 6 months of the contract being signed. This shall be documented in writing.

Qualification requirement: Experience from similar assignments.

Documented by: Complete Annex 4 Experience from Similar Assignments. The three most important equivalent deliveries in the last 3 years. Including information about the value, time and recipient (name, telephone and email). The contracting authority must be given the authority to contact the person in question. The references will only be contacted if required.

Qualification requirement: Tenderers are required to have a certified facility or deliver to a certified facility for garden waste.

Documented by: Enclose concessions/permissions. Tenderers must enclose all certified concessions/permissions for the transport and treatment of garden waste.

4.5 Sub-suppliers

Qualification requirement: Tenderers shall have a binding cooperation relationship with any sub-suppliers.

Documented by: A signed commitment statement if sub-suppliers are used. See Annex 5.

Tenderers will always be responsible for any sub-suppliers. This also applies to sub-suppliers who fulfil all the qualification requirements and certifications for the transport and treatment of hazardous waste. The documentation shall be presented at the start of the contract. Before any change of sub-supplier in the contract period, the Contracting Authority shall approve the new sub-supplier.

The garden waste disposal receive approx. 3 500 tonnes of garden waste per annum (2016) and is open in the period 1 April — 31 October In periods where spring season starts earlier than 1 April or the autumn season is longer than 31 October, the business hours can be extended accordingly. When the agreed upon season ends, the garden waste disposal shall be cleared and made ready for a new season.
