Lørenskog kommune (Lørenskog Municipality)

The contracting authority invites tenderers to a competition for a framework agreement for the procurement of transport services for users with particular needs, to/from various work places, activities and schools in the municipality.
The service provider shall transport users in Lørenskog municipality who fulfil the terms for the right to such transport, to various work places, schools and activities, which are mostly within the municipality's borders. The user group has different psychological and/or physical disabilities.
The users have psychological and/or physical disabilities with needs that mean that
the use of public transport is inappropriate. The users' disabilities vary and some users depend on an attendant during transport. To the degree that an attendant is relevant, the attendant will be employed at the contracting authority or will be a relative of the user.

Tenderers are required to have a legally established company.

— Company registration certificate or registration certificates in professional registers as determined by legislation in the countries in which the Tenderer and/or sub-supplier(s) are established.

Good solidity is required.

— Credit evaluation/rating, not older than 6 months, based on the last known accounting figures. The rating shall be carried out by an officially certified credit rating institution

(if needed, the Contracting Authority reserves the right to request the company's annual accounts for the last two years with the auditor's reports, as well as recent information of relevance for the company's accounting figures).

Teknisk og faglig kapasitet:

Requirement: Relevant experience from equivalent assignments is required.

Relevant experience means experience from transport services for

municipalities/health companies/counties for users with psychological and physical disabilities of a certain extent. Individual assignments/individual bookings will not be seen as relevant experience.

— List of the most important deliveries or performed

services in the last 3 years, including information

on the value, date, extent and name of the

public recipient, with contact information for

obtaining references.

Requirement: a good ability to fulfil the contract is required.

— Organisation chart with an overview of the company's total manpower;

— Overview of minibuses and employees (including

drivers) who are available at the tender date

(including spare material). In addition

confirmation shall be given that the capacity can be increased if

the tenderer is awarded the contract.

— Information on how much of the contract will be carried out by sub-suppliers (note the anti-contractor terms in the contract);

Requirement: Routines are required for handling health, environment and safety.

— Brief information and documentation confirming that the tenderer has health, environment and safety routines.
