Volda og Ørsta Reinhaldsverk IKS would like to use this procurement to get
a new contract in place for the transport and final treatment of residue waste. The current
contract expires 30.11.2016, so tenders are therefore wanted for the establishment of a new
contract starting 1.12.2016. The waste shall, in this contract, be collected from Volda
og Ørsta Reinhaldsverk IKS' facility at Torvmyrane 29, 6160
Hovdebygda. The contract will be valid for one year, with an option for 1 + 1 + 1 year. We
are choosing to have a short contract period as the company is in the process of a number of
changes that will affect the volume and quality of the waste.

Qualification requirement 1: Tenderers shall not have tax or VAT arrears. Documentation 1: Tax and VAT certificate. The certificate shall be updated and not older than six months calculated from the tender deadline. Such a certificate can be obtained from www.altinn.no

Qualification requirement 2: Tenderers are required to have a HSE system in the company.
Documentation 2: Self-declaration confirming that the tenderer fulfils the statutory requirements in Norway for health, safety and the environment. A HSE self-declaration form is in annex 2.
Qualification requirement 3: Tenderers are required to have a legally established company. Documentation 3: a) A company registration certificate from the Brønnøysund Register Centre shall be enclosed with the tender. b) Companies who are registered in a trade register outside Norway shall enclose other documentation that is relevant in order to legitimise the tenderer's organisational and legal position.

Documentation 4: Credit assessment/rating, not older than six months calculated from the tender deadline, based on the last known accounting figures and payment history. The rating shall be carried out by a Norwegian publicly certified credit rating institution.

Qualification requirement 4: Adequate finances are required to fulfil the contract in question, the minimum requirement is that the tenderer is credit worthy (equivalent to a minimum of B or better in Bisnode's rating system).

Documentation 5: A reference list is to be enclosed of the tenderer's most important contracts in the last three years that are relevant to the above requirement. The list shall include the date, customer, approx. volume and a contact person and telephone number for the customer.

Documentation 6: Documentation of access to transport capacity and a treatment facility shall be enclosed with the tender, in addition to an overview of employees and key personnel in the company. Furthermore, there shall be an overview of sub-suppliers included in the capacity for the offered system and proof that they fulfil the qualification requirements for their part of the assignment.

Minste nivå(er) av standarder:
Qualification requirement 5 Experience: Experience is required from equivalent assignments/deliveries. Equivalent means assignments for the transport and final treatment of residue waste for treatment facilities in Norway.
Qualification requirement 6 Capacity: Tenderers are required to have sufficient capacity to fulfil the assignments included in the contract. The minimum requirement here is that the tenderer can prove that he, in good time before the start of the contract, has available personnel, transport capacity and treatment facilities to fulfil the contract.
