Trade services — Joinery, painting and plumbing services

Tromsø kommune [Tromsø municipality]

Tromsø municipality shall enter into a 2-year framework agreement for painting, plumbing and joinery services for the municipality's result and support units. The contracts will have an option for an extension for up to 2 years.
Service Estimate per annum including extension.
1. Painting, wallpapering and floor laying services 2 500 000 NOK 10 000 000 NOK.
5. Plumbing services 2 000 000 NOK 8 000 000 NOK.
6. Joinery and carpentry services 4 500 000 NOK 18 000 000 NOK.
This procurement is mainly a services procurement. There will, however, also be the delivery of some material, as in many cases it will be appropriate that the service provider provides the material required for the execution of the assignment in question. In addition to the hourly rate, tenderers shall therefore state the price for consumables in the tender. The prices given for the material shall be based on a price list from the wholesaler.
Even if the procurement includes some material, emphasis is put on the fact that this contract does not give exclusivity for the delivery of such material and that Tromsø municipality will not be obliged to procure material from the service provider. Tromsø municipality is, thus, free to procure material from our other framework agreements and still use the service provider for work that shall be carried out without any mark-up in the agreed prices for work.
The award of individual assignments in the framework agreement will be done by the contracting authority using the tenderers' ranking in the tender documentation. The tenderer who is ranked as number 1 will be asked first. There will be an acceptance deadline of two days. After this the tenderer loses his right to the assignment and the offer will go to the tenderer ranked as number 2, possibly number 3 in accordance with the same procedures for the acceptance deadline.
Mini competitions:
Tromsø municipality could hold a mini competition between the contract service providers for individual large assignments.
Such a competition will be started by the contracting authority requesting tenders or sending out simplified tender documentation. The contracting authority is free to choose the weighting of the award criteria for the mini competitions.
