Thermal energy to the New Deichmanske Main Library and New Munch Museum

Kultur- og idrettsbygg Oslo KF (The Municipal Undertaking for Culture and Sports Facilities Oslo)

Oslo kommune c/o Kultur- og idrettsbygg Oslo KF (KID), hereafter called the Contracting Authority, invites tenderers to an open tender competition in connection with the procurement of thermal energy to the new Deichmanske main library and new Munch Museum.
General for both buildings.
Both the New Deichmanske main library, hereafter called Deichmanske, and the New Munch museum, hereafter called Munch, are planned to use hydronic heating systems and cooling energy. The Contracting Authority wants to purchase heating and cooling energy from an external supplier with a delivery based on the general environmental follow-up plan dated 1.3.2012 (OMOP). It is an authority requirement that the delivery of district heating is environmentally better than the delivery of district heating from Hafslund.
For Deichmanske the need for delivery of heating and cooling energy will be relatively constant throughout the lifetime of the building, provided the building is not used for anything other than library activity.
For Munch the need for delivery of heating and cooling energy will also be relatively constant throughout the lifetime of the building, provided the building is not used for anything other than museum activity.
The general environmental follow up program (OMOP) for the development in Bjørvika has the following goals for the energy supply: The energy requirement should as far as possible be covered by renewable sources, primarily based on the use of sea water.
New Deichmanske main library.
The City Council undertook on 06.03.2013, case 72/13, to construct the new Deichmanske main library in Bjørvika. It is based on the winner concept ‘Diagonal’ from the planning and design competition in 2008/2009. The new Deichmanske main library will be the most environmentally friendly cultural building in Norway, and is designed with a passive house level. The building structure, facade, material selection, lighting and climate installations are planned for optimal energy efficiency and reduced greenhouse gas emissions. The project is a prototype in the FutureBuilt program and has received a pledge of support from Enova SF for passive house initiatives and new environmental technology.
Newt Munch museum.
The City Council undertook 5.6.2013, case 178/13, that:
1. The alternative Lambda in Bjørvika is adopted as a concept for the new Munch museum.
2. The City Council request as soon as possible, proposals for the zoning plan for the new Munch museum based on the Lambda concept on area B5 in Bjørvika.
3. The Munch museum shall be built by the public sector and owned by the public
With a possible future organisation such as incorporation the public shall appoint the members of the board.
4. From 2014 the Munch museum was given economic manoeuvrability to make the necessary quality improvements, preservation and improvements to the new building. This is in addition to the project management and staff for the construction project.
5. The City Council requests to work in the economic consequences of realisation of the new Munch museum and preparations for moving in the budget proposal for 2014 and the economy plan 2014-2018.

Tender offer, alternative A and B.
The Contracting Authority requests that two separate tender offers are given (‘Tender A’ and ‘Tender B’). Both of the alternatives must be priced. The background for this is that the Contracting Authority can use the existing supplier of heating energy in Bjørvika to also deliver to Deichmanske main library. This cost will be part of the evaluation of price on Tender B.
If both of the alternatives (Tender A and Tender B) are not priced, this will result in rejection.
Tender A:
— Heating and cooling energy to Deichmanske main library.
— Heating and cooling energy to the Munch museum.
Tender B:
— Only cooling energy to Deichmanske main library.
— Heating and cooling energy to the Munch museum.
The Contracting Authority will select the alternative tender (either ‘Tender A’ or ‘Tender B’) that gives the lowest price.
It is not possible to submit other alternative tender offers than those described ‘Tender A’ and ‘Tender B’.
