The tender includes 2 options, cf. point D2 for the descriptions of options.
Part III: Wind engineering consultancy (Option 1);
Part IV: Wind engineering consultancy and supplementing wind tunnel surveys (Option 2).

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
a) Tenderers shall enclose a tax and VAT certificate;
b) Norwegian companies: The certificate shall be as recent as possible and not older than 6 months old from the tender deadline. The certificate shall be issued by the Norwegian Tax Administration and it can be ordered in Altinn or at the tax collector or the Norwegian Tax Administration;

c) Foreign companies: In the case of foreign service providers, certificates shall be presented which substantiate that the tenderer has met the obligations concerning the payment of tax and duties.
Økonomisk og finansiell stilling:
Tenderers must have the financial capacity to carry out the contract:
— Annual Financial Statements for the last 3 fiscal years which includes the Director's report, income statement, balance sheet, notes and auditor's report.
Teknisk og faglig kapasitet:
1) A list of the most important relevant deliveries and services performed during the past 3 years, including information about the value, date, as well as the name of the public or private recipient. A minimum of 3 (maximum 5) reference assignments must be described. Services to public contracting authorities shall be documented by certificates issued or confirmed by the authority in question. If the services were for private contracting authorities, certificates should be issued or confirmed by these. In the absence of this, a declaration from the tenderer will be accepted.

2) Details of the educational and professional qualifications of the tenderer and the company's administrative management/the persons responsible for providing the service (competence matrix).
3) Organisation plan for the assignment shall show the offered personnel in the different key positions, including: CV for offered key personnel in the organisation plan. The CV shall provide information of the experience, education, relevant reference assignments and the function the person has had in these jobs.

The tenderer shall have competence and experience within the relevant consulting service and shall have carried out assignments of the same nature, complexity/degree of difficulty and scope/size.

General contractual obligations:
NS8402 ‘General contractual obligations for consultancy assignments paid in accordance with accrued time’, including the Norwegian Public Roads Administration's alterations and supplementing regulations.
The Norwegian Public Roads Administration edition 12.11.2002.
Juridisk form som skal antas av gruppen av økonomiske operatører som kontrakten skal tildeles til:
a) Declaration(s) on joint and several liability for working partnerships (if relevant for the tenderer).
b) Commitment statement or equivalent for sub-providers (if applicable for the tenderer).
